dc.description.abstractEl Plan Estratégico es una herramienta fundamental porque le permite a los lideres plasmar la dirección que le quieren dar a la organización, así mismo, transmitirlo a todos sus colaboradores y lograr una sinergia entre todas las áreas. Para esto, es necesario definir la situación actual ya que no se puede trazar una trayectoria si no se conocen los recursos disponibles que nos permiten alcanzar el cumplimiento de los objetivos propuestos. Se considera pertinente actualizar el plan estratégico 2016-2025 de PROINAPSA - UIS, debido variaciones en el entorno de la organización, como la actualización del plan de desarrollo institucional de la UIS (2019-2030), los nuevos desafíos de salud pública y los cambios generados por la pandemia COVID-19, por lo tanto, es preciso evaluar las oportunidades y amenazas potenciales que pueden afectar el desarrollo del plan estratégico. Para el desarrollo de este trabajo se realiza un estudio del macroentorno con tres herramientas de análisis estratégico que son: PESTEL, PCI y DOFA. La evaluación del cumplimiento del plan anterior y el análisis del microentorno se llevan a cabo mediante encuestas y el análisis de los respectivos resultados. En este proceso también se definen las acciones a corto y largo plazo para llegar a los objetivos, que deben ser medibles, específicos, realistas, significativos y en un periodo de tiempo determinado, sin embargo, para su correcta aplicación y seguimiento es indispensable el compromiso del personal de todas las áreas de PROINAPSA – UIS, para lo cual se implementa un Balance Score Card (BSC) que permite la integración tanto de aspectos del direccionamiento estratégico, como la trazabilidad y control del desarrollo del plan estratégico, facilitando la comunicación y permitiendo la distribución de información estratégicamente relevante entre todos los departamentos y miembros de la organización.
dc.description.abstractenglishThe Strategic Plan is a fundamental tool because it allows leaders to shape the direction they want to give to the organization, likewise, to communicate it to all their collaborators and achieve synergy between all areas. For this, it is necessary to define the current situation since a trajectory cannot be traced if the available resources that allow us to achieve the proposed objectives are not known. It is considered pertinent to update the 2016-2025 strategic plan of PROINAPSA - UIS, due to variations in the organization's environment, such as the update of the institutional development plan of the UIS (2019-2030), the new challenges of public health and the changes generated by the COVID-19 pandemic. Therefore, it is necessary to evaluate the potential opportunities and threats that may affect the development of the strategic plan. For the development of this work, a study of the macro environment is carried out with three strategic analysis tools which are: PESTEL, PCI and DOFA. The evaluation of compliance with the previous plan and the analysis of the microenvironment are carried out through surveys and the analysis of the respective results. In this process, short- and long-term actions are also defined to reach the objectives, which must be measurable, specific, realistic, significant and within a certain period of time. However, for their correct application and monitoring, committment from all employees of all areas is essential of PROINAPSA - UIS, for which a Balance Score Card (BSC) is implemented this allows the integration of both aspects of strategic direction, such as traceability and control of the development of the strategic plan, facilitating communication and allowing the distribution of strategically relevant information among all departments and members of the organization.
