Procesos electorales y guerras civiles en el periodo radical colombiano : el caso santandereano como cuna y bastión del liberalismo decimonónico

| dc.description.abstract | El presente trabajo pretende estudiar la manera como los conflictos armados son inducidos y/o profundizados, por la dinámica y la legislación que rodea a los procesos electorales durante el periodo radical en Santander (1857 - 1877). Este estudio, busca además comprender las políticas utilizadas por el partido liberal, durante el periodo federal, para consolidarse y mantenerse en el poder político nacional y regional, y al mismo tiempo, observar la reacción constante del conservatismo por permanecer vigente en el panorama político y no perder los espacios ya ganados en varios rincones de la región santandereana. La importancia del presente trabajo radica en la aproximación analítica de dos factores inseparables en el estudio de la historia política del siglo XIX colombiano -Guerra y Elecciones-, aspectos en los que poco se ha profundizado desde una perspectiva regional y nacional, y que ameritaban un estudio como el que ahora se presenta. Como soporte teórico se han tenido en cuenta los trabajos de Carl Von Clausevitz, sobre la guerrafl, y los de Francois Xavier Guerra y Eduardo Posada Carbó para el contexto político colombiano, sin olvidar los aportes de Historiadores Colombianos como Álvaro Tirado Mejía, Gonzalo Sánchez, Fernán González y Luis Javier Ortiz Mesa. Metodológicamente se trató de hacer un estudio histórico que integrara la reflexión política, a partir de los aportes que algunos autores han hecho al tema en cuestión, con los datos y procesos analíticos producto de la critica a las fuentes primarias consultadas; dando como resultado un texto donde las reflexiones confluyen para explicar lo político y lo militar como partes de una misma continuidad que da razón al trasegar del Estado Nación Colombiano entre 1857 y 1877. El presente trabajo permite llegar a conclusiones tales como: Que Fraude y guerra eran parte de una misma realidad política, la cual consolidaba a uno de los partidos en el poder y terminaba excluyendo mediante los mismos procedimientos a la oposición. Que en el Estado de Santander la transgresión de la normatividad electoral resultaba relativamente frecuente y fácil, pues la mayoría de los que cometían dicho delito formaban parte de la burocracia Estatal; así, la protesta, el uso de la fuerza y la guerra fueron las únicas armas que encontró el conservatismo para evitar la exclusión política. | |
| dc.description.abstractenglish | The present work seeks to study the way the armed conflicts are induced and/or deepened for the dynamics and the legislation that surrounds to the electoral processes during the radical period in Santander (1857 - 1877). This study, also looks for the understanding of the policies used by the liberal party, during the federal period, to consolidate and to stay in the national and regional political power, and at the same time, observe the constant reaction of the conservatism to remain effective in the political panorama and not to lose the already spaces gained in several corners of the region santandereana. The importance of the present work resides in the analytic approach of two inseparable factors in the study of the political history of the Colombian XIX century - War and Elections -; aspects in which a little has been deepened from a regional and national perspective, and that deserved a study as the one that now is being presented. As theoretical support there have been kept in mind Carl Von Clausevitz works about the war, and those of François Xavier Guerra and Eduardo Posada Carbó for the Colombian political context, without forgetting the contributions of Colombian Historians as Álvaro Tirado Mejía, Gonzalo Sánchez, Fernán González and Luis Javier Ortiz Mesa. Methodologically it was attempted to make a historical study that integrated the political reflection, starting from the contributions that some authors have made on the study of the war and the politics in the Colombian XIX century, with the data and processes analytic product of the critics to the consulted primary sources; giving as a result a text where the reflections converge to explain the political and the military aspects as parts of continuity itself that agrees with the historic evolution of the Colombian State Nation between 1857 and 1877. The present work allows to arrive to such conclusions as: That fraud and war were part of the same political reality, which consolidated one of the parties in the power and it finished excluding through the same procedures to the opposition. That in the State of Santander the transgression of the electoral rules was relatively frequent and easy, because most of those that made this crime was part of the State bureaucracy; this way, the protest, the use of the force and the war were the only weapons that the conservatism found to avoid the political exclusion | |
