dc.description.abstractCoherente con la intención de la Armada Nacional de rescatar todos los elementos fundamentales que han constituido y marcado su devenir histórico, el presente trabajo tiene como finalidad primordial rescatar el valor y la importancia que el Cuerpo de Guardacostas posee para tan prestigiosa y reconocida institución castrense. Es por ello, que en desarrolló del presente trabajo se resaltaron los principales elementos jurídicos, historiográficos y sociales que llevaron a la creación de este cuerpo como uno de los componentes orgánicos y estructurales más representativos de la Armada Nacional. Es decir, se analizarán por una parte todos aquellas leyes y decretos que hicieron posible el traspaso de Guardacostas de Aduanas Nacionales a Armada Nacional; y por otro, todas aquellas realidades sociales o de orden público que conllevaron a dicho paso tales como: incrementos del contrabando, tráfico de armas para abastecer un conflicto interno y la aparición del tráfico de drogas ilícitas Del estudio de estas realidades es que emerge la importancia de conceptos como poder marítimo, poder naval, geopolítica, soberanía, etc.; señalados insistentemente en la literatura especializada naval del país, y que hacen referencia al conocimiento del dominio marítimo como un ejercicio de control Estatal. Por eso, el texto del proyecto da cuenta en tres capítulos de la forma como la Armada Nacional en representación del Estado crea y activa un cuerpo de guardacostas con sus respectivas estaciones y unidades a flote viendo estos como un ejercicio de soberanía institucional en zonas estratégicas para el país.
dc.description.abstractenglishConsistent with the intention of the National Navy to rescue all the fundamental elements that have formed and marked its historical evolution, this paper has as their primary aim to rescue the value and the importance of the Coastguard Corps for so prestigious and recognized military institution. That is why, in the development of this work were highlighted the main legal, historical and social elements that led to the creation of this body as one of the most representative of the National Navy, organic and structural components. I.e. all laws and decrees that made possible the transfer of the Coast Guard will be analysed on the one hand National customs National Navy; and for another, all those social realities or of public order that led to that step such as: increases in smuggling, trafficking of weapons to supply an internal conflict and the emergence of illicit drug trafficking. Study of these realities is that the importance of concepts as a maritime power, naval, geopolitical power, emerges sovereignty, etc.; mentioned repeatedly in naval literature in the country, and making reference to the knowledge of the maritime domain as an exercise of State control. Therefore, the text of the draft accounts in three chapters of the form as the Navy on behalf of the State creates and activates a corps of coast guard with their respective stations and units afloat by viewing these as an exercise of institutional sovereignty in strategic áreas for the country.
