dc.description.abstractActualmente las Instituciones de Educación Superior públicas en Colombia se enfrentan a una problemática originada por la insuficiencia de fuentes de financiación, el incremento de la demanda frente a la mejora de la calidad de la educación, la necesidad de modernización de infraestructura física y tecnológica entre otros. Sumado a ello, el sistema de Financiación se ve afectado por la priorización del presupuesto nacional a otras problemáticas distintas a la Educación Superior. Para proponer soluciones, el gobierno ha desarrollado mesas de trabajo y estudios sobre la desfinanciación. Asimismo las IES han logrado generar por sí mismas porcentajes cada vez mayores de sus ingresos para suplir esas necesidades. En el presente trabajo de investigación se logró caracterizar los sistemas de financiación de las IES públicas colombianas para así obtener una visión general de la composición del sistema, no sólo considerando la estructura financiera (las fuentes de financiación y los gastos) de las IES, sino además teniendo en cuenta la estructura de soporte y apoyo (planificación presupuestal y, seguimiento y control). Para realizar la caracterización se utilizó una muestra compuesta por el 88,53% de las IES públicas adscritas al Ministerio de Educación Nacional. A partir de la caracterización se determinaron tipologías basadas en la estructura del sistema de financiación de la IES.
dc.description.abstractenglishCurrently the Institutions of Public Higher Education in Colombia are facing a problematic caused by insufficient funding sources, increased demand against improving the quality of education, the need for modernization of physical and technological infrastructure among others. In addition, the financing system is affected by the prioritization of the national budget to others problematics different than higher education issues. In order to propose solutions, the government has developed workshops and studies on the de-funding. HEIs also have generated themselves increasing percentages of their income in order to meet those needs. In this investigation, it was possible to characterize the financial systems of the Colombian public HEIs in order to obtain an overview of the composition of the system, not only considering the financial structure (funding sources and expenditures) of the HEIs, but also considering the support and back-up structure (budget planning, monitoring and control). In order to achieve a characterization, a sample of the 88.53% of public HEIs attached to the Ministry of Education was used. Typologies based on the structure of the financing system of the HEIs were determined from the characterization.
