dc.description.abstractLa meta de todo operador que transporta o almacena hidrocarburos debe ser la prevención de fugas o rupturas y debe ser un objetivo de carácter corporativo traducido, en un compromiso general a todo nivel por proteger la vida, la salud y la seguridad de empleados, comunidades y medio ambiente. Un Programa de gestión de Integridad para Terminales consiste en un conjunto de planes y actividades individuales, los cuáles, al trabajar juntos e integradamente, reducen o mitigan los riesgos de afectación por parte de la operación Terminal a la población o al medio ambiente. Su implementación es un proceso altamente iterativo, manteniendo un ciclo continuo de gestión y coherente con las operaciones que se llevan a cabo el Terminal., el cual requiere de un significativo intercambio de información e interacción entre los diferentes planes que lo conforman. Los planes individuales interactúan entre sí manteniendo un ciclo continuo de gestión. El Programa de gestión Integridad debe partir de una evaluación de amenazas y evaluación del riesgo, luego desarrollar el programa en sí, la implementación del programa y el mejoramiento del programa a raíz de las lecciones aprendidas. Las amenazas a la integridad de un Terminal tales como corrosión interna y externa, operaciones incorrectas, construcción, materiales/manufactura, interferencia externa y agrietamiento, deben ser valoradas individual e integradamente con una periodicidad acorde con los cambios internos y externos. El diseño y estructuración es un proceso dinámico y flexible, el cual se debe actualizar y revisar permanentemente, de acuerdo con los requerimientos operacionales. Esta evaluación continua permitirá un mejoramiento constante del programa, el cual debe contemplar el uso de nuevas estrategias, planes, procedimientos y tecnologías.
dc.description.abstractenglishThe goal of all operator who transports or stores hydrocarbons must be the prevention of leaks or ruptures and must be an objective of translated corporative character, in a general commitment at all level to protect the life, the health and the security of employees, communities and environment. A Program of Management of Integrity for Terminals consists of a set of plans and individual activities, which, when working together and with integration, reduce or mitigate the risks of affectation on the part of the Terminal operation to the population or environment. Its implementation is a highly iterative process, maintaining a continuous cycle of coherent management and with the operations that are carried out the Terminal. which requires of a significant exchange of information and interaction between the different plans that conform it. The individual plans interact to each other maintaining a cycle continuous of management. The Program of Management Integrity must divide of an evaluation of threats and evaluation of the risk; soon develop the program in himself, the implementation of the program and the improvement of the program as a result of the learned lessons. The threats to integrity of a Terminal such as internal and external corrosión, incorrect operations, construction, materials/manufacture, external interference and cracking, must be valued individual and in group with an agreed regularity with the internal and external changes. The design and structuring are a dynamic and flexible process, which is due to update and to review permanently, in agreement with the operational requirements. This continuous evaluation will allow a constant improvement of the program, which must contemplate the use of new strategies, plans, procedures and technologies.
