dc.description.abstractLa finalidad del presente trabajo, tiene como objeto identificar cuáles son las condiciones desde un punto de vista institucional, que han contribuido o afectado la competitividad en el Departamento de Santander para el periodo de 2012 a 2015, teniendo en cuenta un contexto Latinoamericano y su vez Nacional. El papel de las instituciones en el crecimiento y desarrollo económico, recibe un tratamiento peculiar en razón a que se consideran como las acompañantes de un proceso que está en constante cambio de acuerdo al entorno competitivo que se genera en busca de ello. En este contexto se resalta la importancia de conocer, analizar y promulgar los factores que han permitido o dificultado ese desarrollo complejo que implica la competitividad desde un punto de vista institucional en un ámbito departamental para así de esta manera, generar cambios favorables en la adecuada toma de decisiones de los gobernantes y su correcto aporte en el diseño e implementación de normas o leyes de fomento hacia el tema principal, que son las instituciones en el proceso de lograr la competitividad. La investigación está basada en un enfoque mixto bajo el uso de técnicas cuantitativas y cualitativas, con la selección de periodos de tiempo anual en un nivel descriptivo que pretende recolectar información con el interés de identificar comportamientos y momentos de la política pública.
