| dc.description.abstract | Este trabajo tiene como objetivo principal destacar la importancia de la actividad constructora parael desarrollo económico del Área Metropolitana de Bucaramanga (A.M.B); por ser éste el sectorque ofrece la infraestructura necesaria para el crecimiento comercial y urbanístico de estosmunicipios. Con el fin de alcanzar el objetivo planteado, este estudio contiene cinco capítulos, incluido el deconclusiones. En el primero se establece el marco teórico, el cual inicia con las teorías decrecimiento endógeno, para después centrarse en la estrategia del “Sector Líder”, expuesta porLauchlin Currie. En el segundo capítulo se presentan las políticas dirigidas al sector de laconstrucción en Colombia desde 1970 al año 2002, los diferentes instrumentos que seestablecieron para estimular su comportamiento y las consecuencias más importantes de suimplementación; en el tercer capitulo se realiza un diagnostico del sector en el A.M.B., mediante elanálisis de los metros cuadrados construidos, la financiación de la actividad, y el empleo que éstagenera; y en el cuarto capítulo se analiza la importancia del sector como demandante de insumoslocales, enfocándose en el caso de los Minerales no metálicos. Entre las conclusiones más importantes que arrojó este trabajo, se puede establecer que elcrecimiento de esta actividad debe ir acompañado de acciones o políticas de gobierno que loestimulen, ya que éstas afectan directamente su desarrollo. Igualmente el sector de la construcciónal reunir especialmente la mano de obra poco calificada, ayuda en los años de mayor actividad adisminuir la tasa de desempleo; al tiempo que se convierte en un dinamizador de la producción deotras industrias como es el caso del grupo de los Minerales no Metálicos | |
| dc.description.abstractenglish | The principal objective of the study is to stand up the importance that the construction activity hasfor the economic development of the Bucaramanga’s Metropolitan Area (A.M.B), because thissector gives the infrastructure that this towns needs for its commercial and city-planning growth. There are five sections in this paper. The first one describes the theorist support, starting with theendogenous growth theory, and then, it focus in the “Leader Sector” strategy exposed by LauchlinCurrie. The second section describes the different politics that the Colombian governments havetaken to improve the construction activity since 1970 until 2002, outlining the principal results ofeach one. In the third chapter is made a construction diagnostic of the A.M.B, through the analysisof the constructed meters, the credits performance and the jobs generates by the sector. Finally, thefourth section shows the importance of the sector as a local inputs demander, focusing in the nonmetallic minerals case. The study conclusions are exposed in the fifth section. The most relevant are that the activitygrowth is possible when the politics government push up the construction sector. Likewise, as wellas the construction sector demand non-qualified workforce, it helps to decrease the unemployment,and also, it becomes in a perfect engine to the others activities production, such as the non-metallicminerals-group | |
