dc.description.abstractLos Sistemas Estratégicos de Transporte Público (SETP) son una estrategia con la cual el cual el Gobierno Nacional busca brindar a los habitantes de algunos municipios de Colombia un servicio de transporte público eficiente y seguro además de reducir la informalidad y la inseguridad vial, en el caso de Valledupar el SIVA es el Ente Gestor que está encargado del mejoramiento y correcto uso de los recursos para la mejora del servicio. Sin embargo la puesta en marcha de los SETP en las diferentes ciudades de Colombia se llevó a cabo con retrasos, trabas y sobrecostos. En este trabajo se realizó un diagnóstico desde la formulación del SETP Valledupar, pasando por sus problemáticas, su actualidad y sus posibles mecanismos para que este tenga la mayor aceptación posible, se resalta la informalidad como principal problema de la ciudad de Valledupar en el ámbito del transporte, se estudian los documentos iniciales para consolidación del SIVA S.A.S. y la información y especificaciones propuestas para la puesta en marcha de la fase 1 del sistema, además se proponen a diferentes entidades opciones para que en conjunto con el SETP Valledupar se mejoren aspectos como movilidad, sostenibilidad ambiental y seguridad vial en la ciudad como también la generación de políticas que fomenten el uso de transporte público.
dc.description.abstractenglishThe Strategic Public Transport Systems are a strategy with which the National Government seeks to provide the inhabitants of some municipalities in Colombia with an efficient and safe public transport service in addition to reducing informality and road insecurity, in the case of Valledupar the SIVA is the Managing Entity that is responsible for the improvement and correct use of resources for the improvement of the service. However, the implementation of the SETP in the different cities of Colombia was carried out with delays, obstacles, and cost overruns. In this work a diagnosis was made from the formulation of the SETP Valledupar, through its problems, its topicality, and its possible mechanisms so that it has the greatest possible acceptance, informality is highlighted as the main problem of the city of Valledupar in the transport area, the initial documents for consolidation of SIVA S.A.S. are studied. and the information and specifications proposed for the implementation of phase 1 of the system, in addition to proposing to different entities options so that together with the SETP Valledupar aspects such as mobility, environmental sustainability and road safety in the city are improved as well as the generation of policies that encourage the use of public transport.
