dc.description.abstractEn el presente trabajo, se desarrolla el proceso de elaboración del Reglamento interno de la Comisión especial de Carrera de las Contralorías Territoriales. Por lo cual, se realiza un análisis a la normatividad vigente aplicable al Régimen Especial de Carrera Administrativa de las Contralorías territoriales, en especial, el Decreto 409 de 2020, con el fin de identificar el funcionamiento, integración, principios rectores y demás temas relacionados con la Comisión Especial de Carrera, entidad que administra y vigila el Régimen, con el propósito de crear una hoja de ruta para la elaboración de su reglamento. Adicionalmente, en el proceso de análisis e identificación de la normatividad, se evidencia que la Comisión no cuenta con la capacidad para llevar a cabo el cumplimiento de sus funciones, por lo cual, dentro de este trabajo, se encontrará evidenciado el proceso principal del convenio de colaboración entre las comisiones especial de Carrera y la comisión nacional del servicio civil, el cual es la elaboración del documento de justificación y necesidad de este convenio. Por último, adjunto al proceso que se llevó a cabo, se evidencia el apoyo jurídico que se realizó a la Contraloría General de Santander en la proyección de diferentes documentos en los que se aplicaron los conocimientos adquiridos en la academia. Lo anterior con el fin de dejar evidencia de la experiencia vivida en la realización de la practica jurídico - social.
dc.description.abstractenglishIn this paper, the process of elaboration of the internal regulations of the Special Career Commission of the Territorial Comptroller's Offices is developed. Therefore, an analysis is made of the current regulations applicable to the Special Administrative Career Regime of the Territorial Comptrollers, especially Decree 409 of 2020, in order to identify the operation, integration, guiding principles and other issues related to the Special Career Commission, the entity that manages and monitors the Regime, with the purpose of creating a roadmap for the development of its regulations. Additionally, in the process of analysis and identification of the regulations, it is evident that the Commission does not have the capacity to carry out its functions, therefore, within this work, the main process of the collaboration agreement between the Special Career Commission and the National Civil Service Commission will be evidenced, which is the elaboration of the document of justification and necessity of this agreement. Finally, attached to the process that was carried out, the legal support that was made to the Comptroller General of Santander is evidenced in the projection of different documents in which the knowledge acquired in the academy was applied. The foregoing in order to leave evidence of the experience lived in the realization of the legal and social practice.
