dc.description.abstractLa interacción entre la Universidad Industrial de Santander y el Hospital Universitario de Santander posee unas características particulares tales como: interpenetración, autorreferencia y comunicación, que permiten identificarle como un sistema social de interacción. La disciplina de la Prospectiva brinda herramientas que permiten abordar el sistema para realizar su respectivo análisis e identificar en él las variables que le afectan y su comportamiento al interior del mismo para, en últimas, presentar diferentes alternativas de futuro con el fin de seleccionar el más adecuado y poder implementar las estrategias para llegar a tal fin. Sin embargo, estas alternativas de futuro no son definitivas, se requiere de un conjunto de acciones que permitan direccionarlas; el sólo ejercicio no es suficiente pero es un elemento de insumo útil para asumir una posición y para la toma de decisiones frente a las distintas situaciones que pueden presentarse. Dado que, la continuidad del convenio docente-asistencial, la capacidad competitiva, la viabilidad financiera, la calidad en la prestación del servicio de salud ofrecida por el HUS y la responsabilidad social de las dos instituciones involucradas (HUS-UIS) pueden llegar a presentar inconsistencias al no identificarse a tiempo las situaciones que permitan encontrar los factores de riesgo, el objetivo del trabajo reposa en Realizar un análisis situacional y prospectivo de la interacción Hospital Universitario de Santander-Universidad Industrial de Santander en el marco del convenio docente – asistencial desde la perspectiva de la teoría de sistemas. Para ello, además de la visión sistémica, el ejercicio académico se nutrirá de las herramientas brindadas por una disciplina que identifique las diferentes alternativas de futuro de un sistema bajo análisis y ayude a los actores sociales (Estado, Empresarios, Trabajadores, Académicos y Sociedad Civil) a elegir la mejor de ellas y comenzar a construirla desde el presente: la Prospectiva.
dc.description.abstractenglishThe interaction between the Industrial University of Santander and the University Hospital of Santander possesses a few such particular characteristics such as: interpenetration, auto-reference and communication, it allows identifying it as a social system of interaction. The discipline of the Prospective offers tools that allow to approach the system to realize its respective analysis and to identify the variables that it’s acting on it and its behavior to the interior of the same system for, in last, to present different alternatives of future in order to select the most suitable and to be able to implement the strategies to come to such an purpose. However, these alternatives of future are not definitive, it is needed of a set of actions that allows put on way it; the alone exercise is not sufficient but it is an element of useful input to assume a position and for the capture of decisions opposite to the different situations that it can to present. Provided that, the continuity of the educational - welfare agreement, the competitive capacity, the financial viability, the quality in the service of health offered by the HUS and the social responsibility of both involved institutions (HUS-UIS) can manage to present inconsistencies on there not having be identified in time the situations that allow to find the factors of risk, the objetive of the work rests in Realizes a situational and proepective analysis of the interaction University Hospital of Santander – Industrial University of Santander in the frame of the educational agreement - welfarly from the perspective of the system theory. For it, besides the systemic vision, the academic exercise will be nourished of the tools offered to a discipline that identifies the different alternatives of future of a system under analysis and helps the social actors (State, Businessmen, Workers, Academicians and Civil Society) to choosing the best of them and to begin to construct it from the present: the Prospective.
