| dc.description.abstract | Del Estudio de Impacto Ambiental elaborado para el transporte de residuos peligrosos no radioactivos se tomaron los procedimientos aplicados en cada etapa del transporte, así como las acciones de contingencia aplicadas a cada uno de los accidentes potenciales para la elaboración del manual práctico que contempla las acciones de respuesta en caso de un accidente o emergencia para ser divulgado a las personas involucradas en esta operación. Se constituye en una guía General para la primera respuesta durante la fase inicial de un incidente con residuos peligrosos que contempla las fichas técnicas para cada uno de los diferentes tipos de sustancias peligrosas a nivel general. En este manual solo se contempla los residuos peligrosos que en el momento están siendo transportados por carretera para que sean dispuestos en el horno cementero y que ya han sido autorizados para su eliminación mediante protocolo con el Ministerio del Medio Ambiente. Dentro de los alcances se tiene: suministrar una guía para la clasificación de Emergencias, presentar los sectores críticos de recorrido en el transporte. Proporcionar los reportes para la notificación de las emergencias. Indicar los flujos de las líneas de activación y notificación. Establecer las líneas de acción para dar respuesta a las emergencias presentadas. Proporcionar un esquema básico de atención de la emergencia para su reproducción durante la misma. Dar a conocer los equipos y recursos necesarios para la atención de las Emergencias. Para su elaboración se tuvo en cuenta la evaluación del riesgo mediante la identificación y valoración de las amenazas y los factores de vulnerabilidad para establecer el riesgo atribuible al transporte de residuos peligrosos no radioactivos.. El Manual consta de: Información General de localización de las rutas, Rutas e Identificación del Grado de Riesgo, Administración de los Riesgos en la Operación, Organización para la atención, Líneas de activación, Líneas de Notificación. In this alone manual it is contemplated the dangerous residuals that are being transported by lorry in the moment so that they are prepared in the oven of cement and that they have already been authorized for their elimination by means of protocol with the Ministry of the environment. Inside the reaches one has: to give a guide for the classification of Emergencies, to present the critical sectors of journey in the transport. To provide the reports for the notification of the emergencies. To indicate the flows of the activation lines and notification. To establish the action lines to give answer to the presented emergencies. To provide a basic outline of attention of the emergency for their reproduction during the same one. To give to know the teams and necessary resources for the attention of the Emergencies. For their elaboration one kept in mind the evaluation of the risk by means of the identification and valuation of the threats and the vulnerability factors to not establish the attributable risk to the transport of dangerous residuals radio-active..
