dc.description.abstractEn cumplimiento de la protección de los derechos humanos, el Estado colombiano busca garantizar el interés superior y prevalente de nuestros niños, niñas y adolescentes, a través de la adopción. Al respecto, en aras de garantizarles el derecho a tener una familia, el Instituto Colombiano de Bienestar Familiar ICBF, mediante la labor de los defensores de familia y sus equipos interdisciplinarios de trabajo, cumple con su rol de autoridad central en la materia. Frente a los permanentes cambios sociales y culturales, para una eficiente intervención en el Proceso Administrativo de Restablecimiento de Derechos y adopción, los funcionarios públicos tienen el deber de fortalecer permanentemente sus conocimientos y habilidades, mediante el estudio de la normatividad, la jurisprudencia y la doctrina, que les permita tomar decisiones cimentadas en la ética y la responsabilidad. De conformidad con lo anterior, los profesionales del Instituto Colombiano de Bienestar Familiar ICBF de la Ciudad de Bucaramanga, cuentan con las estrategias planteadas a lo largo del presente trabajo de investigación, bajo diversos escenarios y niveles de acción, que al poder ser aplicadas contribuirán con el mejoramiento continuo de su trabajo, cumpliendo así con la finalidad de adelantar procesos de adopción de manera eficaz, mediante la garantía de los derechos humanos de quienes por su condición especial demandan la primordial protección del Estado colombiano y la sociedad en general.
dc.description.abstractenglishFollowing the protection of human rights, the Colombian state search to guarantee the best interest of our kids and adolescents through adoption. Regarding this, to guarantee the right to have a family, the “Instituto Colombiano de Bienestar familiar ICBF” through the work of the family ombudsman and their interdisciplinary team, achieve in their role of central authority in this field. In face of the permanent social and cultural changes, to an efficient intervention of the Administrative Process Rights Restoration and adoption, the public officials have the responsibility to strengthen their knowledge and skills permanently through the study of the normativity, the jurisprudence, and the doctrine, to make decisions with ethic and responsibility. Following this, the professionals of “Instituto Colombiano de Bienestar Familiar ICBF” from Bucaramanga city, have the strategies presented in this investigation, under diverse scenarios and action level, that when they can be applied they’ll contribute to the continuous improvement of their work; achieving the objective to advance the adoption process effectively, through the guarantee of the human rights of those that by their special conditions demands primordial protection of the Colombian State and the society in general.
