| dc.description.abstract | Este texto describe dos administraciones que estuvieron a cargo de un político de nivel intermedio, es decir, un hombre que no fue de primera plana a nivel nacional pero sí a nivel regional. Se demuestra que durante los dos periodos de coyuntura nacional como lo fueron las dos gobernaciones de Rafael Ortíz González, la gestión y plan central giró entorno al establecimiento de la paz en Santander, objetivo dictaminado por el gobierno central. Se nota un ejemplo de una vida en un cargo administrativo de disfunción de la burocracia que estaba comprometido con el pacto nacional de pacificación. El trabajo está dividido de la siguiente manera, el primer capítulo se refiere a los orígenes de Rafael Ortíz González, su niñez y parte de su juventud, posteriormente, en el segundo capítulo se trata la primera administración de 1947 a 1948 que giró entorno a la reconciliación del orden público en Santander. Esta época se caracterizó por la fuerte violencia bipartidista, desorganización administrativa y caos fiscal, que tuvo que asumir Ortiz González a la hora de ser nombrado gobernador. Con todas estas dificultades trató de dirigir el departamento. Finalmente, la segunda gobernación de 1975 a 1976, estuvo caracterizada por su nombramiento intempestivo y problemas partidistas. Esta época fue en líneas generales menos violenta que la primera y marcada por una gran inversión social para Santander. | |
| dc.description.abstractenglish | This text describes two administrations that were in charge of a politician of intermediatelevel, that is to say, a man who was not of first flat one at national level but at regional level.Objective considered by the central government is demonstrated that during both periods ofnational conjuncture as they were it the two gobernaciones of Rafael Ortiz Gonzalez, themanagement and central plan turned surroundings to the establishment of the peace inSantander. An example of a life in an administrative position of disfuncién of the bureaucracynotices that was compromised by the national agreement of pacification. The work is divided of the following way, the first chapter refers about the origins of RafaelOrtiz Gonzalez, his childhood and leaves from its youth, later, in the second chapter is thefirst administration 1947 to 1948 that it turned surroundings to the reconciliation of the publicorder in Santander. This time was characterized by the strong bipartisan violence,administrative disorganization and fiscal chaos, that it had to assume Ortiz Gonzalez at thetime of being named governor. With all these difficulties it dealt to direct the department. Finally, the second government from 1975 to 1976, was characterized by its intempestivoappointment and partisan problems. This time was in main lines less violent than first andmarked by a great social investment for Santander. | |
