dc.description.abstractLos cambios que afectan el clima no tienen precedentes. Los GEI elevan la temperatura de la tierra, aumentando el riesgo de episodios meteorológicos extremos. Se eleva el nivel del mar, se reducen los alimentos, flora y fauna. Es responsabilidad de esta generación emprender acciones para la reducción de los GEI, principales causantes del calentamiento global. Los esfuerzos mundiales para evitar alterar irreversiblemente la composición atmosférica y reducir las fuentes de GEI se entienden como mitigación, (Ministerio de Medio Ambiente, s.f.). Colombia se adhiere a esos esfuerzos y a la meta global aportando sus propios compromisos. El Capítulo I de este documento, explora la historia y evolución de los eventos que dan lugar a la actual legislación en materia de huella de carbono, consulta de donde nacen los mecanismos financieros de los cuales se emanan las unidades comerciales de reducción de emisiones resumiendo el marco regulatorio en materia de cambio climático y carbono en Colombia y el mundo. El Capítulo II, analiza la relación entre el mercado de carbono y el sector hidrocarburos, haciendo referencia a la regulación técnica internacional, para la medición de huella de carbono y su aplicabilidad a este sector, abordando las medidas tomadas por el gobierno Colombiano, como el impuesto al carbono y el papel del sujeto pasivo, en la cadena de comercialización. El Capítulo III, presenta alternativas con las que cuentan los diferentes sectores de la economía, dentro de los que encontramos actores del sector hidrocarburos, en materia de compensación y su búsqueda del estado carbono neutralidad. El Capítulo IV, muestra el avance de Colombia en materia de registro de huella de carbono, esbozando las alternativas con las que cuentan las compañías para sus excedentes de reducción de emisiones, toda vez que han alcanzado el estado carbono neutral y finalmente se aportan las conclusiones del estudio. *
dc.description.abstractenglishThe changes that affect the climate are unprecedented. GHGs raise the temperature of the earth, increasing the risk of extreme weather events. Sea level rises, food, flora and fauna are reduced. It is the responsibility of this generation to take actions to reduce GHG, the main causes of global warming. Global efforts to avoid irreversibly altering atmospheric composition and reducing GHG sources are understood as mitigation (Ministry of Environment, s.f.). Colombia adheres to these efforts and the global goal by making its own commitments. Chapter I of this document explores the history and evolution of the events that give rise to the current legislation on the carbon footprint, where the financial mechanisms from which the emission reduction business units emanate are summarized. regulatory framework on climate change and carbon in Colombia and the world. Chapter II analyzes the relationship between the carbon market and the hydrocarbons sector, making reference to international technical regulation, for the measurement of carbon footprint and its applicability to this sector, addressing the measures taken by the Colombian government, such as the carbon tax and the role of the taxpayer, in the marketing chain. Chapter III presents alternatives with which the different sectors of the economy count, among which we find actors of the hydrocarbon sector, in terms of compensation and their search for carbon neutrality status. Chapter IV, shows the progress of Colombia in terms of carbon footprint registration, outlining the alternatives available to companies for their excess emissions, since they have reached the carbon neutral status and finally the conclusions are provided of the study.
