dc.description.abstractEsta investigación reconstruye el mundo psíquico y físico en el que vivían y en el que pretendían llegar a vivir sanitariamente los ciudadanos, funcionarios y gobernantes del Estado de Santander a través de los establecimientos de beneficencia pública y salubridad que fueron creados y financiados para tal fin como eran los Lazaretos, los hospitales de caridad y los cementerios público. El objetivo principal de este trabajo de investigación es comprender la política sanitaria concebida, implementada e institucionalizada en el Estado Soberano de Santander en el período comprendido entre 1857 y 1886, así como las dinámicas curativa y preventiva con las cuáles se impulsó la salud pública por las instituciones estatales, los regímenes gubernamentales, las organizaciones socioeconómica y las asociaciones filantrópicas locales y departamentales. En el primer capítulo se describen los antecedentes sanitarios de las provincias que conformaron Santander desde 1857 a partir de las descripciones de M. Ancizar y A. Codazzi. En el segundo capítulo se identifican las razones sanitarias, la organización político-administrativa y el orden sociocultural que condicionaron el reestablecimiento, financiación y administración gubernamental del Hospital de elefanciacos (o Lazareto) del Estado de Santander en Contratación. En el tercero capítulo se determinan las condiciones humanas, sanitarias, materiales y ambientales que propiciaron la creación, financiación y administración Œpública o privada- de los hospitales de caridad que existieron en cada uno de los departamentos del Estado desde el período colonial. En el cuarto y último capítulo se establecen las razones políticas, socioeconómicas y sanitarias que justificaron la expropiación de los cementerios parroquiales para ser reorganizados y administrados como cementerios públicos por parte de los Gobiernos municipales. La investigación demuestra finalmente que antes, durante y después de la existencia geopolítica del Estado (Soberano) de Santander fue posible el establecimiento, sostenimiento y continuidad de las instituciones, las organizaciones y los establecimientos de beneficencia, policía y salubridad pública (Lazaretos, hospitales de caridad y cementerios públicos) que han existido en Santander hasta el presente.
dc.description.abstractenglishThis investigation reconstructs the psychic and physicist world in which lived and in which intended to live sanitarily the citizens, officials and governors of the State of Santander through the establishments of public charity and salubriousness that were created and financed for such end as were the leper colonies, the hospitals of charity and the public cemeteries. The main objective of this work of investigation is to understand the sanitary politics conceived, implemented and institutionalized in the Sovereign State of Santander in the period understood between 1857 and 1886, as well as the preventive and curative dynamics with the which the public health was prompted by the state institutions, the socioeconomic organizations and the local self-sufficient and departmental associations. In the first chapter are described the sanitary antecedents of the provinces that conformed Santander since 1857 from the descriptions of M. Ancizar and A. Codazzi. In the second chapter are identified the sanitary reasons, the political-administrative organization and the sociocultural order that conditioned the reestablished, financing and governmental administration of the Hospital of lepers (or Leper colony) of the State of Santander in Contratación. In the third chapter are determined the environmental, material, sanitary, and human conditions that favored the creation, financing and administration Œpublic or private- of the hospitals of charity that existed in each one of the departments of the State since the colonial period. In the last chapter are established the sanitary, socioeconomic, and political reasons that justified the expropriation of the parochial cemeteries for to be reorganized and administered as public cemeteries for the municipal Governments. The investigation shows finally that before, during and after the existence geopolitics of the State (Sovereign) of Santander was possible the establishment, maintenance and continuity of the institutions, the organizations and the establishments of charity, police and public salubriousness (Leper colonies, hospitals of charity and public cemeteries) that have existed in Santander until the present.
