dc.description.abstractAnte un escenario de un acuerdo de paz en Colombia, en el presente estudio se identificaron los tipos de violencia que más les preocupan a los colombianos, cuales medidas de inclusión política puede aceptar la sociedad, esto definido aquí como el costo de la paz, más no se trata de calcular el valor monetario, y qué tipo de alternativas de justicia consideraba aceptar la población para lograr un acuerdo de paz en el país con las FARC y Se tomaron datos provenientes de la encuesta Polimétrica realizada por la firma Cifras y Conceptos en marzo y mayo de 2016. Se evidenció que la violencia que más preocupa en las ciudades es generada por la delincuencia en las calles, seguida de la generada por las guerrillas. La violencia que se genera por el microtráfico es la que menor impacto tiene. Se detectó que la mayoría de las personas está en desacuerdo con asignar curules en el congreso, sin que se hayan sometido a elección popular, para aquellos líderes de las FARC que estuviesen condenados. Tampoco están de acuerdo con la participación del secretariado de las FARC en los comicios ni a una asamblea constituyente. En lo único que estuvieron de acuerdo fue en realizar un plebiscito para ratificación de los acuerdos. Finalmente, al indagar por las opciones de justicia a los guerrilleros ante una eventual firma del acuerdo, la mayoría de las personas indicaron que sólo estarían de acuerdo con las medidas de justicia restaurativa, de las otras opciones quienes estuvieron de acuerdo no superaron el 30%. En conclusión, estos resultados explican, en parte, el porqué de los resultados negativos en el plebiscito realizado en octubre de 2016, dado que la mayoría de las personas estaban de acuerdo con que se hiciera un plebiscito para refrendar los acuerdos, pero no estaban de acuerdo con el costo que implicaba lograr la paz. De los 34.899.945 ciudadanos habilitados para votar, sólo acudieron 13.066.945 a las urnas, por lo tanto, hubo una abstención del 63%. Lo cual indica que hubo muchas más variables que incidieron en estos resultados.
dc.description.abstractenglishGiven a scenario of a peace agreement in Colombia, the present study identified the types of violence that most concerned Colombians, measures of political inclusion can be accepted by society, such as the cost of peace, is not a calculate of the monetary value, and kind of justice alternatives they considered, accepting to achieve a peace agreement in the country with FARC, understand this as the cost of peace. It is not a question of calculating the value of what would be worth the peace in Colombia. Data were taken from the Polimetric survey made by Cifras y Conceptos in March and May of 2016. It was evidenced that the violence, that worries the most in the cities, is generated by common crime in the streets, followed by the one generated by the guerrillas. For the people, the violence generated by micro-trafficking is the one with the less impact. It was found that most of people disagree with the curul in the congress, without a popular election, by those FARC leaders who were convicted. Neither are they in agreement with the participation of the secretariat of the FARC in the elections and a “Asamblea constituyente”. The only thing that was approved in the agreement for the ratification of the peace agreements. Finally, the options of justice for guerrillas, before an eventual signing of the peace agreement, most of the people indicated that they only agree with the actions of restorative justice. In conclusion, the results of this study explain, partially, why the negative results marked the way of the plebiscite, voted in October of 2016. Given that most people agree with the development of the plebiscite to endorse the peace agreement, however, people did not agree with the cost involved to reach the peace. Just 13,066,945 out of 34,899,945 eligible voters, went to the polls, it meant, there was a 63% of abstention. This indicates that there were many more variables that affected these plebiscite results.
