dc.description.abstractEl trabajo presentado a continuación, pretende dar unas pautas básicas a tener en cuenta por el ente regulador colombiano en el momento de implementar acciones regulatorias que promuevan la inserción de sistemas de generación distribuida (GD) en la red de distribución y que a su vez relacione la actividad de operación del mismo. A demás se propone una definición de sistema de (GD) aplicable a Colombia. El alcance propuesto en el trabajo esta relacionado con el estudio regulatorio para la implementación de sistemas de (GD) teniendo en cuenta únicamente el punto de vista del operador de red y así determinar las acciones pertinentes para que dichos sistemas sean un alivio y no un problema en el funcionamiento de la red. La definición de sistemas de (GD) propuesta se debe a que actualmente en Colombia no existe una definición formal que aclare la función que deben cumplir estos sistemas. Estas recomendaciones regulatorias fueron obtenidas mediante el análisis y comparación de la legislación en Colombia, Chile y España. Los dos últimos países mencionados fueron tomados como base para los posibles estados futuros de la situación actual colombiana debido a la ventaja que llevan en la implementación de estos sistemas respecto a Colombia. Como resultado obtenido se propone que el ente regulador debe orientar sus ajustes de tal manera que considere la afectación del sistema de distribución debido a la implementación de sistemas de (GD). Considerando los siguientes parámetros: · La planificación y diseño de la red. · La operación y explotación de la red. · Las pérdidas. · La calidad del servicio. · Las potencias de cortocircuito.
dc.description.abstractenglishThe work presented next, seeks to give some basic rules to keep in mind for the entity Colombian regulator in the moment to implement regulatory actions that promote the insert of generation systems distributed (DG) in the distribution net and that in turn it relates the activity of operation of the same one. To other we propose a system definition of (DG) applicable to Colombia. The reach proposed in the work this related with the regulatory study for the implementation of systems of (DG) only keeping in mind the point of view of the net operator and to determine the actions pertinent so that this system is this way a relief and not a problem in the operation of the net. The definition of proposal (DG) systems is due to that at the moment in Colombia a formal definition that clarifies the function that you/they should complete those systems don™t exist. These regulatory recommendations were obtained by means of the analysis and comparison of the legislation in Colombia, Chile and Spain. The two mentioned last countries were taken as base for the future possible states of the current Colombian situation due to the advantage that you/they take in the implementation of these systems regarding Colombia. As a result obtained we intend that the entity regulator should guide its adjustments in such a way that it considers the affectation of the distribution system due to the implementation of systems of (DG). Considering the following parameter: · The planning and design of the net. · The operation and exploitation of the net,. · The losses. · The quality of the service. · The short circuit powers.
