dc.description.abstract	En la alcaldía del municipio de Bucaramanga, surgió una congestión procesal a raíz de la pandemia generada por el coivd 19, ante dicha dificultad la población del municipio se vio afectada ya que se desvió el camino procesal que se le venían dando a los procesos en las inspecciones de policía, ante esto con mis conocimientos adquiridos a lo largo de la carrera tuve que brindar apoyo jurídico a las inspecciones de policía para de este modo poder descongestionar el estancamiento procesal generado por la pandemia. Para desempeñar mis funciones tuve que centrarme en objetivos puntuales los cuales serían el pilar del desarrollo de la práctica jurídico social, tuve que centrarme en; el archivamiento de procesos inactivos, ejecución de nuevos procesos con respecto a la perturbación del orden, procesos donde se afectaba la integridad económica y procesos que afectaban la perturbación del orden y el espacio público. Para poder cumplir estos objetivos tuve que ejecutar medidas que facilitaran la descongestión procesal y asimismo en emplear medidas que innovaran para contrarrestar la carencia de medidas que facilitaran la agilidad procesal. Como función adicional y que tuvo gran relevancia en el desarrollo de la práctica jurídico social y cumpliendo a la necesidad principal de brindarle a la comunidad en general la defensa de integridad de sus derechos civiles y policivos, ejecute el plan de comunicaciones electrónicas, las cuales tenían como función hacer la publicación de “estados” en la plataforma virtual de la alcaldía del municipio para que la población divisara y pudiera hacer seguimiento de las actuaciones que se realizaban a diario en la inspección de policía del municipio de Bucaramanga. Cumpliendo con estas funciones se derivaron otro tipo de acciones que también tuve que cumplir para poder contribuir a la descongestión procesal que había en la inspección de policía, la elección de estas medidas implicaron hacer un estudio previo a cerca de los procesos policivos, de las entidades que estaban adscritas a la alcaldía del municipio de Bucaramanga y las funciones que desempeñaban, puesto que los procesos policivos que manejaban las inspecciones de policía podrían estar ligadas a las oficinas que se desprende de la secretaria del interior del municipio de Bucaramanga y era de apoyo fundamental poder trabajar conjuntamente con estas entidades para brindar a cabalidad la atención necesaria requerida para que el curso procesal no se viera afectado. Todas estas acciones fueron rigurosamente revisadas y calificadas por los entes superiores en la alcaldía del municipio, desde la subsecretaria del municipio hasta los inspectores de policía, para evidenciar dichas acciones se tuvo que realizar un inventario el cual contenía el tipo de actuaciones que se realizaba, las fechas en que se realizó, se identificaba el proceso el cual estaba implicado y tenía su curso procesal en la inspección. Todas estas acciones se ejecutaron gracias a mi buen desempeño en la alcaldía del municipio, el objetivo principal que era el de descongestionar los procesos estancados en las inspecciones del municipio, se cumplió de manera satisfactoria, ya que desde que inicie mis labores en dicha entidad aumento el flujo accionar en más de un 50% de lo que se venía trabajando, dejando de este modo un saldo de más de 420 actuaciones que contribuyeron a la descongestión de los procesos en las inspecciones de policía.
dc.description.abstractenglish	In the mayor's office of the municipality of Bucaramanga, a procedural congestion arose as a result of the pandemic generated by coivd 19, given this difficulty the population of the municipality was affected since the procedural path that had been given to the processes in the police inspections, given this, with my knowledge acquired throughout my degree, I had to provide legal support to police inspections in order to decongest the procedural deadlock generated by the pandemic. To carry out my functions I had to focus on specific objectives which would be the pillar of the development of social legal practice, I had to focus on; the archiving of inactive processes, execution of new processes regarding the disturbance of order, processes where economic integrity was affected and processes that affected the disturbance of order and public space. In order to meet these objectives, I had to execute measures that would facilitate procedural congestion and also use innovative measures to counteract the lack of measures that would facilitate procedural agility. As an additional function and one that had great relevance in the development of social legal practice and fulfilling the main need to provide the community in general with the defense of integrity of their civil and police rights, execute the electronic communications plan, which had as a function to publish "states" on the virtual platform of the municipality's mayor's office so that the population could see and follow up on the actions that were carried out daily in the police inspection of the municipality of Bucaramanga. Fulfilling these functions, other types of actions were derived that I also had to comply with in order to contribute to the procedural decongestion that existed in the police inspection, the choice of these measures implied making a previous study about the police processes, the entities that were attached to the mayor's office of the municipality of Bucaramanga and the functions they performed, since the police processes that handled the police inspections could be linked to the offices that come from the secretary of the interior of the municipality of Bucaramanga and were of fundamental support to be able to work jointly with these entities to fully provide the necessary attention required so that the procedural course is not affected. All these actions were rigorously reviewed and qualified by the superior entities in the municipality's mayor's office, from the municipal undersecretary to the police inspectors, to demonstrate these actions, an inventory had to be carried out which contained the type of actions that were carried out, the dates on which it was carried out, the process which was involved was identified and had its procedural course in the inspection. All these actions were executed thanks to my good performance in the municipality's mayor's office, the main objective, which was to decongest the stagnant processes in the municipality's inspections, was fulfilled satisfactorily, since since I began my work in said entity, I have increased the flow to operate in more than 50% of what had been worked on, thus leaving a balance of more than 420 actions that contributed to the decongestion of the processes in police inspections.
