dc.description.abstractLa investigación estudia la experiencia de la versión número XV de los Juegos Nacionales en Santander, puntualmente en los municipios de Bucaramanga, Barrancabermeja, Floridablanca, Piedecuesta y Girón. Se retoman planteamientos de estudios internacionales como nacionales que postulan al deporte como una bisagra a través de la cual se pueden analizar las sociedades. Concretamente, este ejercicio concibe que a partir del estudio de la organización de esta edición del evento (1992-1996), se da cuenta de cómo se redefine el Estado colombiano a partir de la Constitución de 1991, redefinición que en la práctica revelaría una dificultad de la administración pública local para ajustarse a las reformas emanadas por el gobierno central y su pretensión por lograr una gestión pública más moderna, racional y eficaz. Durante la ejecución de los proyectos de remodelación, adecuación y construcción de infraestructura deportiva para la realización del certamen nacional, las instancias locales del gobierno fueron incapaces civiles inconclusas, visión improvisada a corto plazo, clientelismo y problemas de evasión fiscal en los procesos de contratación. En cierto modo, las prácticas ineficientes de la administración pública reducirán el impacto de los Juegos en la estructura urbana de las ciudades, igualmente, resulta pertinente reconocer que, para los casos estudiados, fue el desarrollo urbano el que suscitó la demanda de mayor infraestructura deportiva, y no al contrario, que la infraestructura deportiva podía jalonar desarrollo urbano, como alguna vez lo sugirió la prensa local o las promesas de la clase dirigente local. *
dc.description.abstractenglishThe research studies the experience of version number XV of the National Games in Santander, specifically in the municipalities of Bucaramanga, Barrancabermeja, Floridablanca, Piedecuesta and Girón. The proposals of international studies as nationals that postulate sport as a hinge through which societies can be analyzed are retaken. Specifically, this exercise conceives that from the study of the organization of this edition of the event (1992-1996), it is realized how the Colombian State is redefined from the 1991 Constitution, a redefinition that in practice would reveal a difficulty of the local public administration to adjust to the reforms emanated by the central government and its pretension to achieve a more modern, rational and effective public management. During the execution of the projects of remodeling, adaptation and construction of sports infrastructure for the realization of the national contest, the local instances of the government were unable to abandon their own practices of the "vices of local politics": cost overruns, centralization of resources, secrecy in public tender, unfinished civil works, short-term improvised vision, clientelism and Problems of tax evasion in the hiring processes. In a way, the inefficient practices of the public administration will reduce the impact of the Games on the urban structure of the cities, it is also pertinent to recognize that, for the cases studied, it was urban development that aroused the demand for greater sports infrastructure, and not on the contrary, that the sports infrastructure could mark urban development, as was once suggested by the local press or the promises of the local ruling class. *
