dc.description.abstractLa Cooperación Internacional es un instrumento propio de la política de relaciones diplomáticas al servicio de los países y como tal, está diseñada para acortar los tiempos de desarrollo de las naciones menos avanzadas. Su característica es relacionar dos o más actores interesados en intercambiar conocimientos, tecnologías y experiencias, con el ánimo de colaborar en la búsqueda de soluciones mutuamente favorables. En este trabajo se destaca el protagonismo de la Unión Europea y sus estados miembros, en el contexto de la Cooperación Internacional, quienes proveen el 55% de la ayuda pública al desarrollo del mundo y 2/3 de la ayuda no reembolsable, actuando en más de 140 países, constituyéndose así como el donante más importante a nivel mundial, desarrollando una política comunitaria de Cooperación, como un compromiso político de sus gobiernos. El tema de la Cooperación Internacional ha estado presente como un factor decisivo dentro de la dinámica del sistema económico colombiano y como elemento fundamental dentro del proceso integrador que abre camino hacia el mercado mundial de las economías de los países en vía de desarrollo, con miras a expandir los intercambios comerciales y adquirir los beneficios de las negociaciones multilaterales. El propósito de este documento es mostrar una visión global de la Cooperación Internacional, como un mecanismo importante en el desarrollo del país y el papel que juegan los países industrializados, en particular la Unión Europea en la consecución de este objetivo. No cabe duda que el desarrollo ha dejado de ser una preocupación exclusiva de los países que carecen de él, convirtiéndose por efectos de la interdependencia en un problema que ocupa a todas las naciones y en un elemento característico del Nuevo Orden Económico Internacional.
dc.description.abstractenglishThe International Cooperation is an instrument that belongs to the diplomat relations politics dedicated to the service on every country and in such way, is designed to reduce the developments times of the less advanced nations. Its feature is relating two or more actors interested about exchanging knowledge, Technologies and experiences, with the spirit of collaborating in the searching of favorable solutions to each other. In this thesis emphasizes in the protagonism from de Europe Union and its partners status, in the context of the international cooperation, who provides the fifty percent of the public help to the world development and two thirds of the not reimbursable help, acting in more than one hundred and forty countries, constituting in this way as the most important donor in the world, developing a communitarian politics of Cooperation, as a policy commitment of its governments. The Topic of the international cooperation has been presented as a decisive factor inside of the dynamics from the economic Colombian system and as fundamental element inside of the integrating process that opens the road to the world Market of the economies in the countries in an increasing development, expecting to expand the commercial exchanges and to acquire the benefits from the multilateral business. The purpose of this document is to show a global vision of the international cooperation, as an important mechanism in the development of the country and the roll that industrialized countries, in particular the Europe Union in the consecution of this objective. There is no end that the development has left to be the exclusive preoccupation of the countries which have lack of it, becoming itself in a problem that occupies to all the nations and the featuring element from the New International Economic Order, by the cause of the interdependence
