dc.description.abstract	Desde la con agudeza y espíritu crítico de Hannah Arendt se ha observado el fenómeno de la condición de desamparo de aquellos que carecen de la protección de un Estado, pues pierden incluso el derecho a tener derechos. Dicha situación sigue siendo común en muchos lugares del mundo y legitima la violencia contra la humanidad de gran cantidad de individuos por entes gubernamentales de Estados que ni siquiera le son propios o les reconocen. A través del Derecho Internacional Humanitario (DIH) y la Declaración Universal de los Derechos Humanos (DHDH) se ha pretendido propiciar una suerte de marco jurídico que trascienda a los Estados y sus gobiernos, en ocasiones sin éxito. Por ello resulta pertinente revisar (i) el planteamiento del cosmopolitismo kantiano y su posible relación con la instauración de los DUDH, para darle paso a la (ii) consideración de la crítica arendtiana sobre dichas nociones, para finalmente, entender en contexto (iii) la propuesta de Benhabib en el mundo contemporáneo globalizado. Esto con el fin de indagar si dicha propuesta no erosionaría la noción misma de ciudadanía, que a su vez permite entender el cosmopolitismo desde una visión multiculturalista (y no homogénea) e indagar también sobre la responsabilidad en las nuevas migraciones, como los migrantes del cambio climático.
dc.description.abstractenglish	Ever since Hannah Arendt's acute and critical spirit, about the helplessness situation of those who lack the protection of a State has been observed, since they lose even the right to have rights. This situation is still common in many parts of the world and legitimizes the violence against a large number of individuals by governmental entities of States that do not even recognize them. International Humanitarian Law (IHL) and the Universal Declaration of Human Rights (UDHR) have attempted to provide a sort of legal framework that transcends States and their governments, sometimes without success. It is therefore pertinent to review (i) the approach of Kantian cosmopolitanism and its possible relationship with the establishment of the UDHR, to give way to the (ii) consideration of Arendt's critique of these notions, and finally, to understand in context (iii) Benhabib's proposal in the contemporary globalized world. This in order to investigate whether this proposal would not deteriorate the notion of citizenship, which in turn allows us to understand cosmopolitanism from a multiculturalist (and non-homogeneous) point of view, and also to inquire about the responsibility in the new migrations, such as the migrants of climate change.
