| dc.description.abstract | En Colombia la situación actual de los residuos sólidos es una problemática que aun no ha recibido la atención requerida teniendo en cuenta la gran variedad de impactos ambientales y de salubridad que estos generan. El Ministerio de Ambiente, Vivienda y Desarrollo Territorial con la expedición del Decreto 1713 de 2002, estableció mediante el Plan de Gestión Integral de Residuos Sólidos (PGIRS) un mecanismo para el manejo y disposición final de los residuos sólidos. Sin embargo, aun no se han generado resultados al respecto. Un ejemplo claro es el estado del manejo de los mismos en el Departamento de Santander. El presente trabajo formula unos lineamientos que permiten dar soluciones reales y eficaces a esta problemática de acuerdo con las necesidades de cada uno de los municipios del Departamento, basados en las políticas ambientales de las autoridades competentes. Permitiendo de este modo orientar las inversiones correspondientes por parte de las autoridades municipales, ambientales, departamental y nacional; priorizando las de mayor impacto y necesidad Se determinó que la estrategia para el adecuado manejo de los residuos sólidos en Santander debe estar fundamentada en: 1) El seguimiento, control y ajuste continúo y regular de los PGIRS municipales, 2) La capacitación, sensibilización y participación comunitaria, 3) La recolección selectiva, 4) El apoyo a las familias que derivan su sustento de las actividades de aprovechamiento de residuos potencialmente reciclables, 5) Aprovechamiento de residuos sólidos | |
| dc.description.abstractenglish | Currently, the Colombian solid waste situation is an issue which has not received the required attention even the huge environmental and healthy variety of impacts. The Environmental, Treasury and Land Development Ministries according to the Resolution 1713 of 2002, established through the Integral Management Plan of Solid Waste (PGIRS) a mechanism to the handle and elimination of the solid waste. However, the results have not produced results yet. A right example is the Santander Department's handle of its own solid waste. This project formulates a new lineaments arises to allow real and efficient solutions to these problem according to each Department's town, based on the competent authorities environmental policies. This way allowing the town environmental, departmental and national authorities to invest in the best way; given priority to these of the most need and impact. According to the management of RS that makes the municipalities of the Department of Santander were that only 45% have characterized the type of RS that it generates, 44% make a classification in the source and near 32% it carries out some treatment and/or advantage of the solid remainders.
