dc.description.abstract | La infraestructura vial terciaria que está a cargo de los municipios es clave para el intercambio de productos y servicios entre zonas rurales y urbanas del país. Las regiones más vulnerables a riesgos naturales se ven en condiciones de desigualdad pues actualmente se tiene en cuenta factores espaciales, económicos y sociales, pero no se tiene en cuenta el factor climatológico como criterio de priorización en la inversión en vías terciarias. Esta necesidad se amplifica en el contexto del cambio climático pues este trae consigo modificaciones considerables de temperatura y precipitación, potenciando los fenómenos atmosféricos. Este estudio propone una estrategia espacial cualitativa para la evaluación del riesgo climatológico en vías terciarias (ocurrencia de deslizamientos) basada en la Metodología de evaluación de amenaza de MoraVahrson. El análisis tuvo en cuenta pendiente, permeabilidad y uso y cobertura de suelo como factores condicionantes y la precipitación acumulada normalizada como factor detonante. Los resultados espaciales de amenaza y riesgo en la zona coinciden espacialmente con la ocurrencia de deslizamientos reportados por el inventario SIMMA. Aunque la metodología propuesta se aplicó en una zona al nororiente de Santander, esta puede ser implementada en otras áreas para planificar acciones de inversión futuras en el marco de escenarios de precipitación por cambio climático. | |
dc.description.abstractenglish | The tertiary road infrastructure that is in charge of the municipalities is key for the exchange of products and services between rural and urban areas of the country. The regions most vulnerable to natural hazards are in unequal conditions, as spatial, economic and social factors are currently taken into account, but the weather factor is not taken into account as a criterion for prioritizing investment in tertiary roads. This need is amplified in the context of climate change as it brings with it considerable changes in temperature and precipitation, enhancing atmospheric phenomena. This study proposes a qualitative spatial strategy for the evaluation of climatological risk in tertiary roads (landslide occurrence) based on the MoraVahrson Threat Assessment Methodology. The analysis took into account slope, permeability and land use and cover as conditioning factors, and normalized accumulated precipitation as a triggering factor. The spatial results of threat and risk in the area coincide spatially with the occurrence of landslides reported by the SIMMA inventory. Although the proposed methodology was applied in an area to the northeast of Santander, it can be implemented in other areas to plan future investment actions within the framework of precipitation scenarios due to climate change. | |
