dc.description.abstractEsta investigación describe analíticamente la profesionalización de la psiquiatría en el Hospital Psiquiátrico San Camilo (HPSC) de Bucaramanga y su relación con la creación de la División de Ciencias de la Salud de la Universidad Industrial de Santander en 1967. Un hecho que desplazó en su labor médica a la beneficencia y a las órdenes religiosas, y que en esta investigación se explica desde una perspectiva socio-histórica, apelando a las entrevistas semiestructuradas, a la crítica documental de los archivos del HPSC y a los documentos personales del psiquiatra santandereano Roberto Serpa Flórez, uno de los gestores más sobresalientes de las instituciones anteriormente mencionadas. Se concluye que los médicos progresistas lograron desplazar a la beneficencia y administrar profesionalmente el HPSC, en medio de las precariedades económicas y de una política pública deficiente. En la posguerra, después de 1945, se introducen en varios países los sistemas de seguridad social siguiendo al plan Beveridge del Reino Unido. En Colombia, el Instituto Colombiano de Seguro Social (ICSS), se crea en 1946 durante la administración del presidente Mariano Ospina Pérez; en Santander el ICSS comienza diez años más tarde. Las reformas neoliberales del presidente César Gaviria y la Constitución de 1991, abonan el terreno a la implantación de un modelo de medicina gerenciada (Managed Care), cuyo principal objetivo es el lucro, pervirtiendo el ejercicio de la medicina y desmantelando la red hospitalaria nacional. 1
dc.description.abstractenglishThis research analytically describes the professionalization of the psychiatry in the San Camilo Psychiatric Hospital (HPSC) of Bucaramanga and its relation with the creation of the Division of Health Sciences of the Industrial University of Santander in 1967. A fact that displaced in its work medical to charity and to religious orders, and that in this research is explained from a socio-historical perspective, appealing to semi-structured interviews, to the documentary criticism of the HPSC archives and to the personal documents of the Santanderean psychiatrist Roberto Serpa Flórez, one of the most outstanding managers of the aforementioned institutions. It is concluded that the progressist doctors managed to displace the charity and professionally manage the HPSC, in the middle of economic precariousness and insufficient public policy. In the post-war period, after 1945, social security systems were introduced in several countries following the Beveridge plan of the United Kingdom. In Colombia, the Colombian Social Security Institute (ICSS) was created in 1946 during the administration of President Mariano Ospina Pérez; in Santander the ICSS begins ten years later. The neoliberal reforms of President César Gaviria and the Constitution of 1991 paved the way for the implementation of a model of managed medicine, whose main objective is profit, perverting the practice of medicine and dismantling the national hospital network. 3
