dc.description.abstractEl presente estudio retrospectivo tiene como objetivo conocer y analizar la evolución del comercio de combustibles líquidos en la zona fronteriza con Venezuela, caso específico Norte de Santander durante la década 2006 2016. Principalmente dado por su ubicación geográfica y la relación socioeconómica fronteriza, la cual ha sido catalogada como una de las fronteras más dinámicas de Suramérica, siendo a su vez uno de los departamentos colombiano que colinda con el país con el combustible más barato del mundo. Dadas estas condiciones y en pro de un aporte de conocimiento frente a la comercialización formal de combustibles en esta región fronteriza, para la elaboración del estudio se realiza la identificación de las principales variables que afectaron la comercialización de combustibles en el departamento, el análisis de los sucesos y hechos históricos más relevantes en este periodo de estudio, la identificación de la normatividad vigente y las medidas implementadas por el gobierno y/o entes reguladores durante los momentos de crisis fronteriza. Por otra parte, se hace un análisis comparativo de la evolución de este sector en departamentos similares como Santander y Nariño. Así mismo, se extraen conclusiones y recomendaciones sobre el análisis respectivo y finalmente bajo el análisis, conocimiento y experiencia de la autora se expone una posible solución ante la problemática presentada en esta zona de limítrofe entre Colombia y Venezuela.
dc.description.abstractenglishThe objective of this retrospective study is to know and analyze the evolution of liquid fuels trade in the border area with Venezuela, specific case of Norte de Santander during the decade 2006 - 2016. Mainly given by its geographic location and the border socioeconomic relationship, which It has been cataloged as one of the most dynamic borders of South America, being in turn one of the Colombian departments that borders the country with the cheapest fuel in the world. Given these conditions and in favor of a contribution of knowledge in front of the formal commercialization of fuels in this border region, for the elaboration of the study the identification of the main variables that affected the commercialization of fuels in the department, the analysis of the most relevant historical events and events in this study period, the identification of the current regulations and the measures implemented by the government and / or regulatory bodies during times of border crisis. On the other hand, a comparative analysis is made of the evolution of this sector in similar departments such as Santander and Nariño. Likewise, conclusions and recommendations on the respective analysis are extracted and finally, under the analysis, knowledge and experience of the author, a possible solution to the problems presented in this boundary zone between Colombia and Venezuela is exposed.
