dc.description.abstractMetrolínea es el Sistema Integrado de Transporte Masivo (SITM) de Bucaramanga y su área metropolitana, fue concebido para transformar la movilidad vehicular y mejorar el sistema de transporte público, no obstante, la implementación del SITM no ha traído los beneficios a la movilidad que se esperaban desde su puesta en operación. Con el propósito de identificar las principales razones por las cuales el sistema no ha operado como se planificó originalmente, este artículo presenta un análisis cronológico de la evolución de la operación del sistema, con foco en la infraestructura (corredores, paradas y buses) y la demanda de pasajeros mediante una comparación con el diseño conceptual entregado por la Universidad Industrial de Santander. En esta investigación se presentan los antecedentes del sistema tradicional previo a la entrada del sistema masivo. Posteriormente se caracterizó el diseño conceptual del SITM por fases de implementación, asimismo se hizo un seguimiento histórico a la operación del sistema. El análisis realizado permite concluir que las deficiencias presentadas en el sistema se han dado principalmente por la falta de seguimiento a los lineamientos del diseño conceptual, ya que desde el principio por diferentes motivos hubo que alejarse del diseño conceptual e ir haciendo una implementación que se ajustara a las realidades presupuestales y fiscales. Por otro lado, esta investigación buscó crear un marco de referencia para futuros proyectos que analicen características particulares del sistema masivo Metrolínea, ya que se hace una juiciosa recopilación histórica y detallada de los diferentes hechos que han marcado la implementación y puesta en operación del sistema.
dc.description.abstractenglishMetrolínea is the Integrated System of Massive Transport (SITM) of the Bucaramanga metropolitan area; it was conceived to transform vehicle mobility and improve the public transport system. Nevertheless, the SITM implementation has not brought the benefits to the mobility that were expected of its putting in operation. This article presents a chronological analysis of the evolution of the operation of the system, focusing on infrastructure (corridors, stops, and buses) and passenger demand through a comparison with the conceptual design provided by the Universidad Industrial de Santander. This research presents the background of the traditional system before the entry of the SITM, then characterizes the conceptual design of the SITM by phases of implementation, also makes historical monitoring of the operation of the system. The analysis allows us to conclude that the system's deficiencies have been mainly due to the lack of follow-up to the guidelines of the conceptual design. For different reasons, it was necessary to move away from the conceptual design and implement that adjusted to the budgetary and fiscal realities. On the other hand, this research sought to create a reference framework for future projects that analyze the massive Metrolínea system's particular characteristics, since a judicious historical and detailed compilation of the different events that have marked the implementation and operation of the system is made.
