dc.description.abstractEl objetivo del presente estudio está dirigido a generar una búsqueda inicial que permita la construcción posterior de una política pública de economía circular para el municipio de Bucaramanga, considerando la gran importancia que tiene la adopción de nuevas alternativas de producción en la actualidad, debido a las problemáticas globales como es el cambio climático y regionales como es la saturación del relleno sanitario el Carrasco. La investigación ha tenido tres etapas, que inicia con un estado del arte que ha permitido caracterizar la situación actual de la economía circular a nivel internacional y nacional; paso seguido, un análisis cualitativo a partir de dos modelos complementarios a las propuestas que se han presentado en el municipio de Bucaramanga y finalmente; una síntesis a partir de la información hallada bajo el marco teórico empleado, basado en el análisis e interpretación de esta investigación. Entre los resultados obtenidos se observa que la mayoría de iniciativas regionales están encaminadas al reciclaje en su sentido tradicional, junto a soluciones de “final de tubería”, pero que no inciden significativamente en un cambio en el modelo de producción. Por otra parte, el Estado, bien sea a través de su ejecutivo nacional y/o regional aún tiene mucho por hacer a través de sus instituciones para generar los incentivos adecuados que permitan la adopción de un modelo de producción y desarrollo más sostenible y circular.
dc.description.abstractenglishThe objective of this study is aimed at generating an initial search that allows the subsequent construction of a public policy of circular economy for the municipality of Bucaramanga, considering the great importance of adopting new production alternatives at present, due to global issues such as climate change and regional issues such as the saturation of the Carrasco landfill. The research has had three stages, which begins with a state of the art that has allowed characterizing the current situation of the circular economy at international and national level; followed by a qualitative analysis from two complementary models to the proposals that have been presented in the municipality of Bucaramanga and finally; a synthesis from the information found under the theoretical framework used, based on the analysis and interpretation that the research has guided. Among the results obtained, it is observed that most of the regional initiatives are aimed at recycling in its traditional sense, together with end-of-pipe solutions, but that they do not have a significant impact on a change in the production model. On the other hand, the State, either through its national and/or regional executive, still has much to do through its institutions to generate the appropriate incentives that allow the adoption of a more sustainable and circular production and development model.
