dc.description.abstractEn esta investigación se realizó un análisis del comportamiento de la informalidad laboral en el Municipio de Bucaramanga entre los años 2008-2015, en donde los alcaldes Fernando Vargas y Luis F. Bohorquez establecieron su hoja de ruta Planes Territoriales de Desarrollo (PTD), que llevaron por nombre “Bucaramanga Ciudad de todos” y “Bucaramanga Capital Sostenible” respectivamente. Se inicia esta breve investigación con la descripción de la problemática “informalidad laboral” que se pretende abordar y la caracterización de esta misma, También se realiza un investigación acerca de cómo se va afectado la generación de empleo formal por los problemas estructurales del estado, la escasez de oportunidades para profesionales debido a los bajos salarios, y como esto ha generado un problema social que genera exclusión social ya que estas personas son aisladas del aparato productivo del mercado. Luego se realiza un análisis individual de cada PTD ahondando en las políticas públicas y proyectos que se desarrollaron para disminuir o erradicar esta problemática social en nuestro municipio, se determina si fueron eficientes y si lograron una disminución verdadera en las cifras de informalidad laboral. Para finalizar se establecen algunas nociones para la implantación de una política pública correcta que logre la erradicación de esta grave situación que viene atravesando el municipio de Bucaramanga en este siglo XXI.
dc.description.abstractenglishIn this research, an analysis of the behavior of labor informality was made in the Municipality of Bucaramanga between 2008-2015, where mayors Fernando Vargas and Luis F. Bohorquez established their road map Territorial Development Plans (PTD), which They were called "Bucaramanga Ciudad de todos" and "Bucaramanga Capital Sostenible" respectively. This brief investigation begins with the description of the problematic "labor informality" that it is tried to approach and the characterization of this one, also a research is realized about how the generation of formal employment is affected by the structural problems of the state, the shortage of opportunities for professionals due to low wages, and how this has generated a social problem that generates social exclusion because these people are isolated from the productive market apparatus. Then an individual analysis of each DTP is carried out, delving into the public policies and projects that were developed to reduce or eradicate this social problem in our municipality, it is determined if they were efficient and if they achieved a real decrease in the figures of labor informality. Finally, some notions are established for the implementation of a correct public policy that achieves the eradication of this serious situation that the municipality of Bucaramanga has been going through in this 21st century.
