Propuesta para la implementación de una Oficina de Gestión de Proyectos (PMO) en la Escuela de Estudios Industriales y Empresariales de la Universidad Industrial de Santander

dc.description.abstractLas organizaciones buscan una gestión de proyectos eficiente para el desarrollo de su misión y cumplir con los objetivos estratégicos. Para esto, han optado por implementar la creación de PMO (Oficina de Gestión de Proyectos) la cual estandariza los procesos relacionados con los proyectos y facilita el intercambio de recursos, metodologías, herramientas y técnicas. La Escuela de Estudios Industriales y Empresariales de la UIS desarrolla su quehacer alrededor de los ejes misionales de docencia, investigación, extensión, y gestión administrativa. Teniendo en cuenta que para la ejecución de dichas funciones misionales la Escuela desarrolla diferentes proyectos, se plantea la propuesta para la implementación de una PMO que permita estandarizar, mejorar y optimizar los procesos relacionados con la gestión de proyectos de acuerdo con las necesidades de la Escuela. Para el desarrollo de dicha propuesta, se realizaron diferentes actividades, entre ellas, la revisión de casos de éxito de PMO a través de una revisión sistemática y de buenas prácticas en IES e instituciones relacionadas con oficinas de proyectos. También, fue realizada la medición del nivel de madurez en gestión de proyectos para conocer la situación actual de la Escuela en este ámbito; y asimismo se realizó un grupo focal con el personal que ejecuta proyectos en la Escuela, con el fin de determinar los tipos de servicios y alcance que prestará la PMO. Con las actividades descritas anteriormente, se determinaron los elementos que caracterizan la propuesta de la PMO en la EEIE: direccionamiento estratégico, estructura organizativa, roles, perfiles, servicios, entre otros, de los cuales se plantea que le genere a la Escuela ciertos beneficios relacionados con la mejora en la gestión de proyectos, proyectos alineados con los objetivos estratégicos, generación de recursos financieros y visibilidad. Finalmente, también se plantea que la PMO sea evaluada luego de su implementación, y pueda evolucionar teniendo en cuenta algunas fases propuestas.
dc.description.abstractenglishOrganizations seek efficient project management to carry out their mission and meet strategic objectives. For this, they have chosen to implement the creation of a PMO (Project Management Office) which standardizes the processes related to projects and facilitates the exchange of resources, methodologies, tools and techniques. The School of Industrial and Business Studies of the UIS develops its work around the missionary axes of teaching, research, extension, and administrative management. Bearing in mind that for the execution of these missionary functions the School develops different projects, the proposal for the implementation of a PMO that allows standardizing, improving and optimizing the processes related to project management according to the needs of the School is proposed. For the development of said proposal, different activities were carried out, among them, the review of PMO success stories through a systematic review and good practices in HEIs and institutions related to project offices. Also, the level of maturity in project management was measured to know the current situation of the School in this area; and a focus group was also carried out with the personnel that executes projects in the School, in order to determine the types of services and scope that the PMO will provide. With the activities described above, the elements that characterize the PMO proposal in the EEIE were determined: strategic direction, organizational structure, roles, profiles, services, among others, of which it is proposed that certain related benefits be generated for the School. with the improvement in project management, projects aligned with strategic objectives, generation of financial resources and visibility. Finally, it is also proposed that the PMO be evaluated
