dc.description.abstractTeniendo en cuenta que Colombia es un país en vía de desarrollo que requiere construir infraestructura y dado que cuando se habla de infraestructura, se refiere a grandes proyectos que marquen diferencias y aporten puntos considerables para el crecimiento y desarrollo futuro, y conociendo que los grandes proyectos requieren de una financiación por fuera de la normal, frecuente o existente, entonces es importante conocer los sistemas no tradicionales de contratación orientados en primera estancia hacia el sector eléctrico, basado en que es en este sector donde el país está requiriendo una alta inversión a fin de no sufrir los rigores del desabastecimiento eléctrico que puede llevar al país a afrontar pérdidas económicas por no disponer de suficiente generación de energía que autoabastezca según las necesidades del país en esta materia. En este documento se pretende dar a conocer los diferentes sistemas de contratación no tradicionales de obras eléctricas que se están utilizando en el país no hace mucho, pero que en el resto del mundo han sido los encargados de financiar proyectos de infraestructura de diversa índole. Estos proyectos se basan en la participación de varios actores como son los inversores o promotores, los contratistas de construcción y operación del proyecto, los proveedores, las entidades financieras, las entidades del sector público y los compradores de energía y que usando el Project finance obtienen como beneficios, entre otros el aumentar el apalancamiento del proyecto, extender el término de amortización de la deuda, mejorar los retornos de los promotores, recibir un tratamiento contable especial de la deuda, obtener financiamiento sin aporte de recursos por parte del promotor del proyecto, conseguir la expansión acelerada y a menores costos del acervo de estructura física y obtener mayores eficiencias en la construcción y operación de los sistemas de infraestructura entre otros.
dc.description.abstractenglishColombia is a developing country who needs to construct infrastructure and provided that when one speaks about infrastructure, it refers to big projects that mark differences and contribute considerable points for the growth and future development, and knowing that the big projects need of a funding externally of normal, frequent or existing, at the time it is important to know the not traditional systems of contracting orientated in the first stay towards the electrical sector, based on that is in this sector where the country this one needing a high investment in order not to suffer the rigors of the electrical shortage of supplies that can lead to the country to confronting economic losses for not having sufficient generation of energy that it auto supplies according to the needs of the country in this matter. In this document one tries to announce the different not traditional systems of contracting of electrical works that are in use in the country does not do very much, but that in the rest of the world have been the managers of financing projects of infrastructure of diverse nature. These projects are based on the participation of several actors since they are the investors or promoters, the contractors of construction and operation of the project, the suppliers, the financial institutions, the entities of the public sector and the buyers of energy and that using the Project finance they obtain as benefits, between others to increase the leverage of the project, to extend the term of amortization of the debt, to improve the returns of the promoters, to receive a countable special treatment of the debt, to obtain financing without contribution of resources on the part of the promoter of the project, to obtain the intensive expansion and to minor costs of the array of physical structure and to obtain major efficiencies in the construction and operation of the systems of infrastructure between others.
