dc.description.abstractUno de los objetivos que tiene toda política pública en salud es reducir o eliminar las desigualdades en el acceso a la atención sanitaria, ya que es injusto que una persona no pueda disfrutar de su estado ideal de salud por deficiencias en la prestación de los servicios y no por una elección personal. El economista Amartya Sen, resalta lo indispensable que es el goce real de los servicios de salud como máxima expresión de libertad, aquella que debe ser el fin primordial del desarrollo. En Colombia han transcurrido más de veinte años desde que se creó el Sistema General de Seguridad Social en Salud, durante el transcurro de este tiempo son innumerables las críticas que ha recibido, pero también son significativos los logros obtenidos. Por lo tanto al determinar las condiciones de acceso a los servicios de salud en el régimen subsidiado a nivel local, primero se tiene que comprender lo que sucede en el ámbito nacional. De esta forma no se tiende a descontextualizar ni aislar tanto los progresos sociales que ha alcanzado el Sistema de Salud como la problemática que enfrenta en los últimos años. Teniendo en cuenta esto, la presente investigación desarrolla los principales avances y dificultades que tienen los usuarios para acceder a la atención sanitaria en Colombia y posteriormente explica las barreras que prevalecen del lado de la oferta y demanda de acuerdo al modelo de utilización de Aday y Andersen para el municipio de Bucaramanga durante el periodo 2012-2017.
dc.description.abstractenglishOne of the objectives of any public health policy is to reduce or eliminate inequalities in access to health care, since it is unfair that a person t enjoy his or her ideal state of health due to deficiencies in the provision of services and not by a personal choice. The economist Amartya Sen, highlights the indispensable that is the real enjoyment of the health services as the maximum expression of freedom, that which should be the primordial end of development. In Colombia, more than twenty years have passed since the General Social Security System was created, during the course of this time countless criticisms have been received, but the achievements are also significant. Therefore, when determining the conditions of access to health services in the subsidized regime at the local level, one must first understand what happens at the national level. In this way, there is no tendency to decontextualize or isolate both the social progress achieved by the Health System and the problems it faces in recent years. Taking this into account, this research develops the main advances and difficulties that users have in accessing health care in Colombia and later explains the barriers that prevail on the side of supply and demand according to the model of use of Aday and Andersen. For the municipality of Bucaramanga during the period 2012-2017.
