dc.description.abstractColombia, un país históricamente de origen de migrantes, en el transcurso de los últimos 5 años se ha transformado en un país de tránsito y el país principal de destino de migrantes provenientes de Venezuela, esto obedece al deterioro de las condiciones sociales, económicas y políticas del país vecino, siendo coherentes con su deber ético para con sus vecinos, ya que en años anteriores recibieron a colombianos que buscaron mejores condiciones en Venezuela, y partiendo del entendimiento de que, si se maneja de manera adecuada, la migración es una oportunidad de desarrollo, el Gobierno y la sociedad colombiana han recibido y acogido a los venezolanos y retornados y se ha hecho un gran trabajo para lograr su integración a la sociedad. Para principios del año 2017, había 403.702 venezolanos en el país, el boletín migratorio más reciente emitido por Migración Colombia indica que en el periodo comprendido entre enero a diciembre de 2017, ingresaron al país extranjeros de nacionalidad venezolana, un total de 796.012 de los cuales 368.189 fueron mujeres y 427.823 fueron hombres. El crecimiento acelerado de la crisis económica y social de Venezuela llevó a que solo un año después la población migrante proveniente de Venezuela creciera más del doble, contando con 1.174.743 migrantes para 2018. Este fenómeno de acoger a los migrantes venezolanos y retornados colombianos significa, como primera medida, que se deba asegurar que tengan acceso a los servicios sociales básicos, lo que conlleva a priorizar la regularización de migrantes, acceso a servicios de salud, de bienestar familiar y apoyo a primera infancia, acceso a educación, y atención especializada para población vulnerable. A raíz de este fenómeno se creó el Permiso Especial de Permanencia (PEP), documento de identificación que permite la estadía temporal en el país por un plazo de dos años y también acceder a la oferta institucional en materia de salud, educación, trabajo y atención de niños, niñas y adolescentes en los niveles nacional, departamental y municipal, el cual se puede renovar.

By the beginning of 2017, there were 403,702 Venezuelans in the country, the most recent migration bulletin issued by Migración Colombia indicates that in the period between January and December 2017, foreigners of Venezuelan nationality entered the country, a total of 796,012 of which 368,189 were women and 427,823 were men. The accelerated growth of the economic and social crisis in Venezuela led to the migrant population from Venezuela more than doubling just one year later, with 1,174,743 migrants in 2018. This phenomenon of welcoming Venezuelan migrants and Colombian returnees means, as a first step, that it must be ensured that they have access to basic social services, which leads to prioritizing the regularization of migrants, access to health services, family welfare and early childhood support, access to education, and specialized care for vulnerable populations. As a result of this phenomenon, the Special Permanence Permit (PEP) was created, an identification document that allows temporary stay in the country for a period of two years and also access the institutional offer in terms of health, education, work and care. of children and adolescents at the national, departmental and municipal levels, which can be renewed.
