dc.description.abstractEl presente trabajo de investigación tiene como objetivo analizar la implementación de la Política de Estado para el desarrollo integral de la primera infancia De Cero a Siempre en el municipio de Bucaramanga durante el período 2017-2019. En primer lugar, se revisan los lineamientos con base a los criterios políticos, técnicos y de gestión establecidos a nivel nacional. Luego, se identifica la implementación de las acciones a nivel territorial en materia de atención integral a la primera infancia en el municipio de Bucaramanga. Y, por último, se hace una comparativa entre los programas a nivel municipal con los lineamientos de la política pública De Cero A Siempre. Para la obtención de la información, se realiza una revisión documental de las normativas y lineamientos y se aplica una entrevista semiestructurada con funcionarios que han hecho parte de las acciones implementadas en el municipio. Lo anterior, permitió identificar los principales avances en la atención integral a la primera infancia en Bucaramanga, su coherencia con los lineamientos de la política pública De Cero A Siempre y recomendaciones para mejorar su implementación, entre los que se destacan la mejora de los sistemas de monitoreo, la vinculación de nuevos actores y la consolidación de los Centros de Desarrollo Infantil.
dc.description.abstractenglishThe objective of this research work is to analyze the implementation of the State Policy for the comprehensive development of early childhood De Cero a Siempre in the municipality of Bucaramanga during the period 2017-2019. First, the guidelines are reviewed based on the political, technical and management guidelines established at the national level. Then, the implementation of actions at the territorial level in terms of comprehensive care for early childhood in the municipality of Bucaramanga is identified. And, finally, a comparison is made between the programs at the municipal level with the guidelines of the public policy De Cero A Siempre. To obtain the information, a documentary review of the regulations and guidelines is carried out and a semi-structured survey is applied with officials who have been part of the actions implemented in the municipality. The foregoing made it possible to identify the main advances in comprehensive care for early childhood in Bucaramanga, its coherence with the guidelines of the public policy De Cero A Siempre, and recommendations to improve its implementation, Among these, the improvement of monitoring systems, the involvement of new actors and the consolidation of Child Development Centers stand out.
