dc.description.abstract	La exigencia de un nivel más competitivo en las entidades del sector publico, así como los grandes beneficios que obtienen las organizaciones que adoptan el sistema de gestión de calidad en su interior para trabajar bajo un enfoque de procesos han encontrado en la legislación nacional un gran respaldo con el nacimiento de la NTC GP 1000 de acuerdo a la ley 872 de 2003 en la cual se establece el Sistema de la Calidad de carácter obligatorio en la Rama Ejecutiva del Poder Publico como una herramienta de Gestión Sistemática y Transparente que permite dirigir, controlar y evaluar el desempeño institucional. Es así como la Gobernación de Santander, desde el año 2006 ha venido adelantándose a este nuevo reto administrativo posibilitando las herramientas y los recursos que faciliten el cumplimiento y la consolidación del Sistema de Calidad antes del 8 de diciembre del año 2008. Debido a la magnitud de la entidad el presente proyecto muestra la dinámica particular del proceso de Seguridad y Convivencia, uno de los seis procesos misionales con los que cuenta la Administración Departamental el cual se encuentra estructurado en cuatro subprocesos. El marco metodológico del proyecto consta de seis etapas siendo estas: Diagnóstico, Planificación, Capacitación, Documentación, Implementación y Tratamiento de los Hallazgos.
dc.description.abstractenglish	The exigency of the most competitive level in the entities of the sector I publish, as well as the big benefits that obtain the organizations that adopt the system of quality management in his interior to work under a process approach 1000 of agreement have found in the national legislation a great support with the birth of the NTC GP to the law 872 of 2003 in which(whom) there is established the System of the Quality of obligatory character in the Executive Branch of the Public Power as a Systematic and Transparent management tool that allows to direct, to control and to evaluate the institutional performance(discharge). It is as well as the Government of Santander from the year 2006 it has come going forward to this new administrative challenge making possible the tools and the resources that facilitate the fulfillment and the consolidation of the Quality system before December 8, 2008. Due to the magnitude of the entity the present project shows the particular dynamics of the process of Security and Living together, one of six processes misionales with that counts the Departmental Administration who is constructed in four sub processes. The methodological frame of the project consists of six stages being these: Diagnosis, Planning, Training, Documentation, Implementation and Treatment of the Finds.
