| dc.description.abstract | Este proyecto de grado, desarrollado en la modalidad de práctica empresarial en la Cámara de Comercio de Bucaramanga (CCB), tiene como objeto diseñar una metodología eficiente y eficaz para ejercer veeduría precontractual a cualquier proceso de contratación estatal; así mismo hacer seguimiento y control el proyecto de infraestructura SITM Metrolínea, y seguimiento al proceso licitatorio y actividades relacionadas con el proyecto de concesión vial Zona Metropolitana de Bucaramanga (ZMB). La metodología planteada para ejercer veeduría precontractual, está siendo actualmente implementada en la CCB y se describe en el contenido del documento. En relación al proyecto SITM Metrolínea, las actividades desarrolladas, buscaban mayores compromisos y comunicación entre contratistas, interventores y administradores del proyecto con la comunidad, al igual que dar solución rápidamente a problemas puntuales, especialmente los relacionados con las obras de redes de servicios públicos. El seguimiento ejercido al proyecto concesión ZMB, constó principalmente del análisis de los pliegos de condiciones y las etapas del proceso licitatorio, así como la socialización del proyecto con la comunidad. La metodología para ejercer veeduría precontractual puede ser complementada implementando herramientas como el SICEfl de la contraloría. Se observó que seguimiento a Metrolínea ha ayudado a minimizar problemas y a canalizar la información entre la comunidad y la administración. El proyecto de concesión vial ZMB actualmente se desarrollo con normalidad. | |
| dc.description.abstractenglish | This project of degree, developed in the modality of enterprise practice in the Chamber of Commerce of Bucaramanga (CCB), have for object design an efficient and effective methodology to exert before contract control and persuit to any process of state hiring; also to make pursuit and control to the project of infrastructure SITM Metrolínea, and pursuit to the licitation process and related activities to the project of road concession Metropolitan Zone of Bucaramanga (ZMB). The raised methodology to exert control before the contract, is at the moment being implemented in the CCB and it is described in the content of the document. In relation to the project SITM Metrolínea, the developed activities, reach to find greater commitments and communication between contractors, inspectors and administrators of the project with the community, as well as give solution to precise problems, specially the related to works of nets of public services. The pursuit exerted to the project concession ZMB, mainly consisted of the analysis of the sheets of conditions and the stages of the licitation process, and the socialization of the project with the community. The methodology to exert control before the contract of a licitation process can be complemented implementing tools like the "SICE". It was observed that the pursuit to Metrolínea has helped to diminish problems and to canalize the information between the community and the administration.
