dc.description.abstract	La educación superior cumple un papel protagónico en el proceso del desarrollo económico, social y político en el que se envuelve un territorio. Se necesita una Institución de Educación Superior capaz de formar las nuevas generaciones, para que puedan asumir de manera competente y responsable el compromiso que demanda la construcción de la sociedad que se está conformando. La realización de este trabajo de grado tiene por objetivo, exponer los lazos que relacionan la educación superior con la competitividad y a su vez con el desarrollo de la sociedad por medio de la identificación de condiciones que mejoran el desempeño desde distintos puntos de vista. Para alcanzar este objetivo, se llevó a cabo un estudio de la literatura académica, junto con un análisis gráfico y descriptivo de indicadores como el Índice de competitividad Global y como el Índice Departamental de competitividad que permitieron exponer la evolución que ha tenido la educación superior, sus retos y sus logros; complementario a esto, se realizó un seguimiento a las políticas públicas que afectaban la educación superior desde el contexto de América latina hasta llegar al de Santander, así como un seguimiento del presupuesto que se destinó a educación superior y la realización de los programas que fueron propuestos desde el Plan de Desarrollo Departamental. Se realizaron sugerencias desde casos exitosos a nivel internacional con la intención de contribuir al mejoramiento de las instituciones de educación superior de Santander y por consiguiente a la competitividad y al desarrollo económico del Departamento.
