dc.description.abstract	El objetivo de este documento es dar a conocer el primer avance en la formulación y el desarrollo del Plan de Gestión del riesgo para el departamento de Santander, proceso que está justificado en la Ley 1523 del año 2012, por la cual municipales formularán y concertarán un plan de gestión del riesgo de desastres y una táctica para la respu Por esta misma razón es obligación de la autoridad departamental, en este caso la Gobernación de Santander, la formulación y concertación del Plan, y en éste cumplir con los procesos de la Gestión del Riesgo; identificar adecuadamente los diferentes factores de riesgo o amenazas que aquejan al territorio (conocimiento del riesgo), determinar la posible afectación de áreas de importancia social, económica y ambiental, ejecutar medidas de mitigación y prevención que eviten la generación de nuevas condiciones de riesgo (reducción del riesgo) y por último el planteamiento de estrategias de acción o medidas de intervención frente a las amenazas priorizadas a lo largo del Departamento (manejo de desastres), todo con el fin de brindar seguridad a la población, evitar pérdidas humanas, económicas, deterioro del medio ambiente y mejorar la calidad de vida. _______________________
dc.description.abstractenglish	The aim of this paper is to present the first advance or progress in the formulation and development of the Risk Management Plan of the department of Santander, a process that is justified by the Law 1523 of 2012, whereby " the national policy of disaster risk management is adopted "and in Article 37 states that" the departmental, district and municipal authorities will formulate and conclude a plan of disaster risk management and a tactic for response to the prioritized emergencies within their respective territory ". For this exact reason it is a must do of the departmental authority, in this case the Government of Santander, the formulation and coordination of the Plan, and also to accomplish the Risk Management processes; to properly identify different risk factors or threats facing the town (knowledge of risk), define the possible involvement of areas of social, economic and environmental importance, to implement mitigation measures and prevention measures to avoid the generation of new risk conditions (reduction of risk) and finally to set the action strategies or intervention measures for the threats that were prioritized throughout the Department (disaster management), all in order to provide security to the population, to prevent human and economic losses, stop affecting the environment and improve quality of life. _______________________
