dc.description.abstract	Se realiza una descripción de la estructura administrativa de la Gobernación del Cesar, así como de la Secretaría de Infraestructura, resaltando también su misión y funciones. Luego se describe las debilidades encontradas durante el estudio de los procedimientos realizados en la Secretaría de Infraestructura y la necesidad de mejorar uno de estos, para dar mejor funcionamiento a la Sectorial. El aporte de la práctica se da en el último capítulo, donde se aplica un poco la teoría de viabilización de proyectos, dando sustento al formato implementado para la realización de este procedimiento que se realiza en cada Sectorial. Finalmente se dan las conclusiones y recomendaciones consideradas por el practicante durante el desarrollo del proyecto. Se anexa el formato anterior usado para emitir el concepto de viabilidad y el formato implementado para el mismo procedimiento. .
dc.description.abstractenglish	There is realized a description of the administrative structure of the Government of the Cesar, as well as of the Secretariat of Infrastructure, highlighting also his mission and functions. Then there is described the weaknesses found during the study of the procedures realized in the Secretariat of Infrastructure and the need to improve one of these, to give better functioning to the Sectorial one. The contribution of the practice is given in the last chapter, where the theory is applied a bit of viabilización of projects, giving sustenance to the format implemented for the accomplishment of this procedure that is realized in every Sectorial one. Finally they give themselves the conclusions and recommendations considered by the medical instructor during the development of the project. The previous format is annexed used to issue the concept of viability and the format implemented for the same procedure.
