dc.description.abstractExiste un contrato ínter administrativo suscrito entre la Universidad Industrial de Santander (UIS) y la Dirección de Tránsito de Bucaramanga (DTB), en el cual se asume por parte del ente universitario la función de vigilar y controlar las actividades ejecutadas dentro del contrato de concesión No. 001 de 2003, suscrito entre DTB y Ciudad Móvil Bucaramanga (CMB), a través de la implementación de un sistema que contempla los procesos de auditoria operativa, técnica, administrativa, financiera, contractual y de sistemas para los servicios concesionados a CMB, a saber: Inmovilización con Grúas y Recuperadores del Espacio Público (REP), Notificación de Comparendos y Aporte de Pruebas en la Delegación de Funciones, Operación y Administración de los Parqueaderos Autorizados por la DTB, así como, la Operación y Administración de las Zonas Azules. Dicho contrato Interadministrativo, está pactado a quince (15) años y será ejecutado por la Escuela de Estudios Industriales y Empresariales de la UIS; la Interventoria debe generar informes periódicos a la DTB, en el cual se detalle las actividades realizadas. Ahora bien, para dar cumplimiento a las obligaciones contractuales adquiridas por la UIS, se tuvo en cuenta los requisitos estipulados en los documentos del Contrato de Concesión e Interadministrativo No. 001 de 2003; posteriormente se realizó un marco teórico referencial para el proyecto y luego se pasó a la Identificación y Descripción de los Procesos que se desarrollaron para el Sistema de Auditorias. Finalmente, se describió el método utilizado para estructurar la Documentación y posterior Implementación del Sistema, así como, los Ajustes Finales efectuados para entregar el Documento Final a la Interventoría.
dc.description.abstractenglishContract exists Interadministrativo subscribed among the Industrial University of Santander (UIS) and the Address of Traffic of Bucaramanga (DTB), in which is assumed on the part of the university entity the function of to watch over and to control the activities executed inside the concession contract No. 001 of 2003, undersigned between DTB and Mobile City Bucaramanga (CMB), through the implementation of a system that contemplates the processes of operative audit, technique, administrative, financial, contractual and of systems for the services concesionados to CMB, that is: Immobilization with Cranes and Recuperadores of the Public Space (REP), Notification of Comparendos and Contribution of Tests in the Delegation of Functions, Operation and Administration of the Authorized Parqueaderos for the DTB, as well as, the Operation and Administration of the Blue Areas. This contract interadministrativo, is conventional at fifteen (15) years and it will be executed by the School of Industrial and Managerial Studies of the UIS; the interventoria should generate periodic reports to the DTB, in which is detailed the carried out activities. Now then, to give execution to the contractual obligations acquired by the UIS, one kept in mind the requirements specified in the documents of the Contract of Concession and Interadministrativo No. 001 of 2003; later on he/she was carried out a mark theoretical referencial for the project and then he/she spent to the Identification and Description of the Processes that were developed for the System of Audits. Finally, the method was described used to structure the Documentation and later Implementation of the System, as well as, the Final Adjustments made to give the Final Document to the Interventoría.
