dc.description.abstractLa universidad desde la segunda mitad del siglo XX constituye un eje de acción importante para las élites en su nuevo rol en las relaciones de producción con la “industrialización”; por lo que él “reformismo” asociado a la siempre argüida modernización de la universidad, ha conllevado a perpetuar las relaciones de dominación. Así mismo, la implementación de políticas educativas ajustadas a los modelos propuestos por organizaciones internacionales como el Banco Mundial, el FMI y la OCDE se hacen cada vez más evidentes en el plano educativo nacional. Bajo este panorama general, el 12 de abril de 2011, el gobierno nacional radica un Proyecto de Ley encaminado a reformar la Ley General de Educación (Ley 30 de 1992). Tras la divulgación del proyecto de reforma, estudiantes de universidades públicas y privadas de todo el país manifestaron su rechazo calificándola como lesiva, puesto que iba en claro detrimento de la ya golpeada calidad de la educación superior. Financiación, autonomía, bienestar, entre otras disposiciones tratadas por la reforma iban en profunda contradicción con los fines promulgados por el estado como parte de una educación superior de alta calidad. Su plano discursivo, los argumentos esgrimidos, la crítica y la innovación en las formas de protesta social, así como su interacción política en el marco neoliberal imperante en el país desde principios de la década de 1990, y plenamente afianzado en los dos últimos gobiernos Uribe-Santos, constituyen aspectos importantes a analizar de esta historia que empieza a gestarse frente al lenguaje ambiguo del (patriotismo) y de la (unidad nacional), sobre todo, porque el aparato crítico que un movimiento social, como el estudiantil, pueda desarrollar en una coyuntura como la actual en Colombia, responde a la crisis del aparato social, francas expresiones son los indignados, víctimas del salvajismo financiero y la primavera árabe a nivel mundial.
dc.description.abstractenglishSince the second half of the XX century, the University has been an important main line for the elites in their new role in the production relationships with the industrialization; Therefore, the reformism associated with the argued modernization of the University has led to perpetuate the relationships of domination. Likewise, the implementation of education policies adjusted to the proposed models by international organizations like World Bank, the International Monetary Fund and the Organization for Economic Co-operation and Development (OECD) become more evident at the national educational level. Under this scenario, in April the 12th 2011, the national government filed a bill aimed at reforming the General Education´s Law (Law 30/1992). Following the disclosure of the reform project, students from Public and Private Universities all over the country, expressed their rejection to the reform, considering it as harmful since it was detrimental to the already battered quality of higher education. Autonomy, Funding, Wellbeing among other provisions treated by the reform were in deep contradiction with the goals promulgated by the Government, as a part of a high-quality higher education. Their discursive level, the arguments used, the criticism, and the innovation in the forms of social protest, as well as their politic interaction in the prevailing neo-liberal framework in the country since the beginning of the 90´s and firmly consolidated in the last two Governments Uribe-Santos, are important aspects to analyze of this history that start to brew against the ambiguous language of patriotism and national unity, mainly, because the critical apparatus that a social movement as the student movement can develop, in a juncture, like the current one in Colombia responds to the crisis of social apparatus, straightforward expressions are the outraged victims of the financial savageness and the Arab Spring at global level.
