dc.description.abstractEl Estado de Cundinamarca (1811-1814) surgió en medio del proceso de atomización del Nuevo Reino de Granada, derivado de la crisis de la Monarquía española. Esto implicó una transición gradual de la soberanía, del rey hacia los nuevos cuerpos de representación. La intención de crear una comunidad de ciudadanos condujo a la necesidad de conciliar el pasado como súbditos del rey que tenía su población. Además de enfrentar este proceso de transición de súbditos a ciudadanos, su Gobierno tuvo como intención política reconstituir lo que sus dirigentes denominaron el «Reyno». Esta investigación pretende reconstruir la existencia independiente del Estado de Cundinamarca (1811-1814), teniendo en cuenta los conceptos ciudadano y soberanía al aproximarse a las políticas internas y externas que su Gobierno desplegó para conservar su existencia independiente. Para eso, las fuentes primarias se clasificaron en tres agrupaciones: documentos de pensadores cundinamarqueses cercanos al Gobierno (que incluye documentos oficiales y periódicos), textos normativos (entre los que se cuenta los Diccionarios y las constituciones) y las memorias de algunos ciudadanos. Esta nueva interpretación sobre el surgimiento y desaparición del Estado de Cundinamarca en el proceso histórico de transición de súbditos a ciudadanos: lo propone como un sujeto histórico y no como parte de una entidad superior; reconociendo un lenguaje propio para su comunidad política, aunque estuviera en estrecha relación con otros lenguajes políticos; sosteniendo que la concepción de ciudadano y soberanía en su lenguaje político fue relevante para la confrontación de este Estado con otras entidades políticas y su desaparición. Entonces, se pueden inferir algunas bases históricas para el problema de la ciudadanía en la actual República de Colombia: las dificultades conceptuales en la formación de los ciudadanos y las falencias en el ejercicio político de su ciudadanía.
dc.description.abstractenglishThe State of Cundinamarca (1811-1814) emerged in the middle of the process of atomization of the New Kingdom of Granada, derived from the crisis of the Spanish Monarchy. This involved a gradual transition of sovereignty, from the king toward the new bodies of representation. The intention of creating a community of citizens led to the need to reconcile the past as subjects of the king who had its population. In addition to facing this process of transition from subjects of the king to citizens, his Government had the political intention of reconstituting what its leaders called the «Reyno». This research aims to reconstruct the independent existence of the State of Cundinamarca (1811-1814), taking into account the concepts of citizenship and sovereignty when approaching the internal and external policies that his Government deployed to preserve its independent existence. For this, the primary sources were classified into three groups: political speeches of Cundinamarca thinkers close to the Government (which includes official documents and newspapers), normative texts (among which are the Dictionaries and the constitutions) and the memories of some citizens. This new interpretation about the emergence and disappearance of the State of Cundinamarca in the historical process of transition from subjects of the king to citizens: proposes Cundinamarca as a historical subject and not as part of a higher entity; recognizing a own language to its political community, although it was in close relationship with other political languages; holding that the conception of citizen and sovereignty in its political language was relevant for the confrontation of this State with other political entities and their disappearance. Then, some historical bases for the problem of citizenship in the current Republic of Colombia can be inferred: the conceptual difficulties in the formation of citizens and the shortcomings in the political exercise of their citizenship.
