dc.description.abstractEn el presente trabajo se realiza un proceso de referenciaciŠn competitiva del Sistema Nacional de InnovaciŠn colombiano, con el objetivo de conocer el estado actual del sistema, y determinar las brechas existentes. En el primer cap™tulo se lleva a cabo la revisiŠn de teŠrica sobre los conceptos de innovaciŠn y desarrollo tecnolŠgico, y seguido de la teor™a de los Sistemas Nacionales de InnovaciŠn, sus or™genes y alcances. En el segundo cap™tulo se describen las generalidades y la situaciŠn actual del sistema nacional de innovaciŠn colombiano, destacando los principales actores y elementos del sistema, as™ como la diversidad de pol™ticas que se han establecido para dar impulso a la innovaciŠn en el pa™s. El tercer cap™tulo hace una descripciŠn general de los sistemas nacionales de innovaciŠn de los pa™ses elegidos como marco de referencia en el an⁄lisis (Estados Unidos, Alemania, JapŠn, Chile y Brasil). Finalmente, en el cuarto cap™tulo se establecen los temas y variables que ser⁄n utilizados dentro del an⁄lisis de referenciaciŠn competitiva, y se lleva a cabo el an⁄lisis de los datos recolectados. Como conclusiones, se establece que existe una debilidad en la institucionalidad del Sistema Nacional de InnovaciŠn de Colombia, pese a los grandes esfuerzos que se han realizado, y la gran variedad de pol™ticas y estrategias de pol™tica tecnolŠgica, permitiendo que el pa™s siga presentado una amplia brecha respecto a los pa™ses incluidos en el an⁄lisis.
dc.description.abstractenglishThe thesis presents a process of benchmarking of the Colombian National Innovation System, in order to know the current state of the National System and identify the possible gaps. The first chapter makes a theoretical review about the concepts of innovations and technological development, followed by the theoretical frame of the National Systems of Innovation, its origins and scopes. The second chapter presents an overview about the generalities and current status of the Colombian system, highlighting the main actors and elements of the system, and the diversity of policies that have been made to give impetus to the innovation of the country. The third chapter provides a general description of the Innovation system of the countries that have been chosen as a reference in the analysis. Finally, the fourth chapter sets the topics and variables required to be used in the benchmarking process, and then is performed an analysis of all the data collected. As a conclusion, it is established that there is a weakness in the institutions of the Colombian National Innovation System, despite the great efforts that the country have been made and the wide range of policies and strategies concerning of technology and innovation, the country remains with a wide gap compared with all the other countries included within the analysis.
