dc.description.abstractLas personas con discapacidad pueden desempeñan un papel fundamental en la sociedad. Sin embargo, a menudo se enfrentan a desafíos y barreras que dificultan su plena participación e inclusión. Así, es importante tener en cuenta que las personas con discapacidad tienen derechos y también capacidades, y que es responsabilidad de la sociedad garantizarles igualdad de oportunidades y acceso a los servicios y recursos necesarios. Por consiguiente, la presente investigación tuvo como objetivo evaluar la implementación de la política pública de discapacidad en el municipio de Girón en las áreas de educación, salud e inclusión laboral en la vigencia 2020 al 2023. Busca evaluar esta política, estimando el porcentaje de implementación e incidencia de la política pública, así como proponer estrategias e indicadores encaminados a dar cumplimiento de los objetivos propuestos en la PPDG. La metodología constó de un estudio descriptivo de enfoque cualitativo e interpretativo y tuvo como principales fuentes de información la documentación y la entrevista. En primer lugar, se analizaron informes de gestión de la administración pública durante el periodo 2020-2023, así como el Plan de Desarrollo Municipal “Girón Crece”, la Política Pública de Discapacidad de Girón, y otros documentos de orden público de libre acceso a la ciudadanía. En segundo lugar, se llevó a cabo tres entrevistas semiestructuradas a la profesional de la Secretaria de la Población con Discapacidad, la Líder del Proyecto Educativo Inclusivo y quien estuvo en el proceso de Formulación de la Política Pública. Como principales resultados se destaca que el Municipio de Girón ha llevado a cabo dentro del marco de la PPDG y el PDM diversas estrategias para da cumplimiento a los cuatro indicadores de resultado inherentes al mejoramiento de las condiciones de Educación, Salud e Inclusión Laboral de la población con discapacidad, evidenciando un avance importante frente a esta problemática. No obstante, se presentan como resultado investigativo algunas recomendaciones, estrategias e indicadores que podrían ampliar los impactos regionales para la población discapacitada.
dc.description.abstractenglishPeople with disabilities can play a vital role in society. However, they often face challenges and barriers that hinder their full participation and inclusion. Thus, it is important to keep in mind that people with disabilities have rights as well as capabilities, and that it is society's responsibility to guarantee them equal opportunities and access to the necessary services and resources. Therefore, the objective of this research was to evaluate the implementation of the public policy on disability in the municipality of Girón in the areas of education, health and labor inclusion from 2020 to 2023. It seeks to evaluate this policy, estimating the percentage of implementation and incidence of the public policy, as well as to propose strategies and indicators aimed at fulfilling the objectives proposed in the PPDG. The methodology consisted of a descriptive study with a qualitative and interpretative approach and its main sources of information were documentation and interviews. First, management reports of the public administration during the period 2020-2023 were analyzed, as well as the Municipal Development Plan “Girón Crece”, the Public Policy on Disability of Girón, and other public documents of free access to citizens. Secondly, three semi-structured interviews were conducted with the professional of the Secretary of the Population with Disabilities, the Leader of the Inclusive Educational Project and the person who was in the process of formulating the Public Policy. As main results, it is highlighted that the Municipality of Girón has carried out within the framework of the PPDG and the PDM several strategies to comply with the four result indicators inherent to the improvement of the conditions of Education, Health and Labor Inclusion of the population with disabilities, evidencing an important progress regarding this problem. Nevertheless, some recommendations, strategies and indicators are presented as a research result that could expand the regional impacts for the disabled population.
