dc.description.abstractEsta monografía pretende desarrollar un modelo de gestión integral de alumbrado público, que contiene inicialmente definiciones generales, marco jurídico y técnico. Se presenta una concepción general de todos los componentes del sistema, se describen los principales apartes de la gestión técnica, la cual consiste inicialmente en definir los tipos de mantenimiento aplicables, fallas más comunes, acciones preventivas, inspecciones, procedimientos y protocolos para adelantar las actividades inherentes al mantenimiento en sitio o en el taller. Como soporte de las actividades técnicas, se incluyen los principales aspectos relacionados con la gestión administrativa y financiera como son el manejo de recursos físicos, tecnológicos, humanos y financieros; así como las cadenas de requisición, inventarios y control de costos fijos y variables. También se describen las funciones de la interventoría, auditorías de los organismos de control y los planes de mejoramiento. Aspecto importante lo constituye la descripción de los tópicos concernientes a la implementación de los programas de salud ocupacional, seguridad industrial, panorama de riesgos y los planes de prevención y atención de emergencias; finalizando con la descripción de los requisitos para implementar y obtener la certificación del sistema de gestión de la calidad. Capítulo aparte merece el tema de la gestión ambiental, no solo para cumplir con las exigencias de la legislación Colombiana, sino por el compromiso social que desde las diferentes empresas debe partir para evitar a toda costa afectar el medio ambiente. Se describen las principales causas de contaminación, así como las medidas de mitigación del impacto, describiendo las formas de reciclaje y disposición final de los desechos, para terminar con la elaboración, legalización e implementación del Plan de Manejo Ambiental. Finalmente se describe en detalle el sistema de información que se debe desarrollar para adelantar una eficiente gestión de mantenimiento en alumbrado público municipal o distrital.
dc.description.abstractenglishThis monograph tries to develop a model of integral management of public lighting system, which contains initially general definitions, legal and technical frame. A general conception of all the components of the system appears, describe main the separate ones of the technical management, which consists initially of defining the applicable types of maintenance, more common faults, preventive actions, inspection, procedures and protocols to advance the inherent activities to the maintenance in site or the workshop. Like support of the technical activities, the main aspects related to the administrative and financial management are included as they are the handling of physical, technological, human and financial resources; as well as the chains of requisition, inventories and control of variable and fixed costs. Also the functions of interventory, audits of the control organisms and the plans of improvement are described. Important aspect constitutes the description of the topics concerning to the implementation of the programs of occupational health, industrial security, panorama of risks and the plans of prevention and attention of emergency; finalizing with the description of the requirements to implement and to obtain the certification of the quality management system. Separate chapter deserves the subject of the environmental management, not only to fulfill the exigencies of the Colombian legislation, but by the social commitment that from the different companies must start off to avoid at all costs to affect the environment. The main causes of contamination, as well as the measures of mitigation of the impact are described, describing the forms of recycling and final disposition of the remainders, to finish with the elaboration, legalization and implementation of the Environmental Management Plan. Finally the information system is described in detail that is due to develop to advance an efficient management of maintenance in public lighting system.
