dc.description.abstractEl presente documento se elaboró por dos estudiantes de ingeniería civil de la universidad industrial de Santander, el cual pretende dar a conocer la labor realizada en la secretaria de planeación grupo de proyectos e inversión publica, bajo el modelo de practica empresarial, incluyendo el soporte técnico para la implementación del banco de programas y proyecto e inversión publica de los municipio de Santander BPPIM. El soporte técnico tiene como objeto presentar la situación actual de los municipios de Santander y crear una guía explicativa sobre la forma de abordar la creación y puesta en marcha del BPPIM, dirigido principalmente a los profesionales encargados del manejo y puesta en marcha del mismo, así como a los funcionarios de los diferentes municipios que en un momento dado requieran de orientación sobre procesos de seguimiento y control de los proyectos que sean presentados al BPPIM; por otro lugar aumentar el interés a los estudiantes de ingeniería civil en los temas de planeación estatal. El documento cuenta con una recopilación de las funciones delegadas y trabajos realizados en el grupo de proyectos e inversión públicas, seguidamente se enuncian antecedentes y se describe la situación actual de los bancos de programas y proyectos de inversión municipal en el departamento de Santander, dando definiciones, objetivos, componentes que busca el BPPIM, y explicando las pautas a seguir para implementarlo en los municipios. Al final del documento se anexa el manual de usuario de la herramienta SSEPI, suministrada por el departamento de planeación nacional, en la búsqueda de mayor eficiencia en el manejo de la inversión de los municipios.
dc.description.abstractenglishThe present document was elaborated by two students of civil engineering of the industrial university of Santander, which seeks to give to know the work carried in the secretary of plan group of projects and investment publishes, under the pattern of practices managerial, including the technical support for the implementation of the bank of programs and project and investment publishes of the municipality of Santander BPPIM. The technical support has like object to present the current situation of the municipalities of Santander and to create an explanatory guide on the form of approaching the creation and setting in march of the BPPIM, directed to the professionals in charge of the handling and setting in march of the same one mainly, as well as to the officials of the different municipalities that require of orientation in a given moment it has more than enough pursuit processes and control of the projects that are presented to the BPPIM; for another place to increase the interest to the students of civil engineering in the topics of state planeación. The document has a of the delegate functions and works carried out in the group of projects and public investment, subsequently antecedents are enunciated and it is described the current situation of the banks of programs and projects of municipal investment in the department of Santander, giving definitions, objectives, components that the BPPIM looks for, and explaining the rules to continue to implement it in the municipalities. At the end of the document the manual of user of the tool SSEPI is annexed, given by the department of national plan, in the search of more efficiency in the handling of the investment of the municipalities.
