dc.description.abstractEn marzo de 2008 se instala La Constituyente Social Comunera para el Departamento De Santander, como una iniciativa que surgió en las campañas electorales para el periodo de la Administración Departamental 2008-2011 y con aplicación a las seis provincias y los 87 municipios rurales y urbanos que componen el departamento. Este proceso Constituyente impulsado por el mandatario departamental, surgió como una iniciativa a las políticas implementadas en los nuevos modelos de administración publica que pretenden generar espacios de participación ciudadana democráticos e incluyentes, en donde se generen mecanismos y herramientas eficaces, eficientes y transparentes que vinculen de una manera integral a toda la ciudadanía. La constituyente Social Comunera de Santander se formulo de una manera inicial en tres fases, con una planeación de tiempos, cobertura, alcance y objetivos claramente definidos para los ciudadanos de los diversos territorios que componen el departamento, ya fuera bajo una figura organizada o en proceso de organización. La interiorización de la ciudadanía en este tipo de procesos sociales es de vital importancia para el fortalecimiento de estas herramientas de empoderamiento y poder soberano, que indudablemente deben ser apoyadas e impulsadas por los mandatarios locales, regionales y nacionales. En pro del ejercicio de una democracia real que sobrepase las premisas básicas de los procesos electorales en los cuales los ciudadanos tienen un acceso limitado a la toma de decisiones.
dc.description.abstractenglishIn March, 2008 The Constituent Social Comunera establishes himself for the Department Of Santander, as an initiative that arose in the electoral campaigns for the period of the Departmental Administration 2008-2011 and with application to six provinces and 87 rural and urban municipalities that compose the department. This Constituent process stimulated by the departmental agent chief executive, it arose as an initiative to the policies implemented in the new models of public administration who try to generate democratic and enclosing spaces of civil participation, where there are generated mechanisms and effective, efficient and transparent tools that link in an integral way to the whole citizenship. The constituent Social Comunera of Santander I formulate in an initial way in three phases, with a planeación of times, coverage, scope and aims clearly defined for the citizens of the diverse territories who compose the department, already out under an organized figure or in process of organization. The interiorización of the citizenship in this type of social processes performs vital importance for the strengthening of these tools of empoderamiento and sovereign power, which undoubtedly they must be supported and stimulated for the local, regional and national agents chief executive. In favor of the exercise of a royal democracy that exceeds the basic premises of the electoral processes in which the citizens have an access limited to the capture of decisions.
