dc.description.abstractA partir de la evaluación de los componentes socioeconómico, ambiental, institucional, técnico, operativo y de planeación del sistema de manejo de Residuos Sólidos del municipio de Rionegro se concluyó que la situación más apremiante que vive el municipio en este campo es la falta de un sitio para la disposición de los residuos sólidos, sin embargo, no dejan de existir otros factores que también ayudan al detrimento en el manejo de los residuos como son la inexistencia de una política definitiva, clara y precisa sobre la recolección, aprovechamiento y recolección de los recuperables, la desorganización administrativa que presenta la empresa de servicios de aseo en lo que se refiere a la atención del usuario, la falta de una política en el manejo integral de los residuos sólidos, la inexistencia de motivación hacia la comunidad para que conformen grupos de apoyo y trabajo para la mejor gestión y la nula gestión en el área rural. Los programas más importantes a desarrollar son: • Implementar actividades de reciclaje económicamente viables. • Implementar en el sector rural programas de tratamiento y aprovechamiento de los residuos sólidos generados. • Definir un sistema de tratamiento, aprovechamiento y disposición final de los residuos sólidos recolectados. La orientación, reestructuración y direccionamiento de las acciones correctivas, son responsabilidad exclusiva de la administración municipal en razón de que sin la participación y el compromiso de éste, difícilmente se podrá desarrollar el proceso de implementación del plan integral de manejo de residuos sólidos.
dc.description.abstractenglishAfter evaluating the socioeconomic, environmental, institutional, technical, operative and planning system of the solid waste management of the municipality of Rionegro we concluded that this municipality needs desperately a local place to dispose properly of its solid waste. However, there are some other factors that do not contribute to improve the quality of the waste disposal. One of those factors is the lack of a clear, precise and effective policy on the recollection and use of recycling products. On the other hand, the company in charge of the disposal services in the municipality has a great degree of administrative disorganization. This company shows poor customer service, absence of an integral plan of action to manage the solid waste, lack of programs to motivate the community to participate in the organization of support groups that can contribute to the improvement of joined management strategies and non existent work within the rural area. The most important programs to develop are: • To develop a recycling strategy that is economically sound. • To create programs of treatment and use of the solid waste generated within the rural area. • To design a system that can develop a proper treatment, use and final disposal of the collected solid waste. The guidance, restructure and management of the corrective actions are the exclusive responsibility of the municipal administration. Without the commitment and participation of that entity there will hardly be any real development and implementation of a good integral plan to manage the solid waste in Rionegro.
