dc.description.abstractEl conflicto armado interno en Colombia es uno de los más largos del mundo, y sus efectos han limitado el desarrollo del país, de forma heterogénea a los territorios. Para darle fin, en el año 2016 se firmó con las Fuerzas Armadas Revolucionarias de Colombia (FARC – EP) el “Acuerdo Final para la Terminación del Conflicto y la Construcción de una Paz Estable y Duradera”. En ese marco, el Gobierno creó el programa Manos a la Paz (MAP), como parte de la Estrategia de Respuesta Rápida (ERR) para la implementación temprana del Acuerdo. MAP buscaba fortalecer las capacidades institucionales, ciudadanas y de construcción de paz en los territorios más afectados por el conflicto armado. Este informe de la práctica realizada con el programa MAP – Estado Joven, realizado en la Secretaría de Planeación y Desarrollo Económico del municipio de Aracataca, Magdalena, detalla las actividades y aportes realizados al Territorio durante los cinco meses de práctica, al igual que los elementos que le dieron forma. Dentro de las actividades se destaca el diseño del Plan Anticorrupción y de Atención al Ciudadano (PAAC), con el cual se buscó contribuir a la prevención de la corrupción, la promoción de la transparencia y al fomento de la participación ciudadana.
dc.description.abstractenglishThe internal armed conflict in Colombia is one of the longest in the world, and its effects have limited the development of the country, in heterogeneous ways to territories. To put an end to it, in 2016 the "Final Agreement to End the Armed Conflict and Build a Stable and Lasting Peace" was signed with the Revolutionary Armed Forces of Colombia (FARC - EP). In that context, the Government created the Manos a la Paz (MAP) program, part of the Rapid Response Strategy (ERR) for the early implementation of the Agreement. MAP sought to strengthen institutional, citizen and peacebuilding capacities in the territories most affected by the armed conflict. This report of the internship carried out with the MAP - Estado Joven program, carried out in the Secretariat of Planning and Economic Development of the municipality of Aracataca, Magdalena, details the activities and contributions made to the territory during the 5 months of the internship, as well as the elements that shaped it. Among such activities, the design of the Anticorruption and Citizen Service Plan (PAAC) stands out, which sought to contribute to the prevention of corruption, the promotion of transparency and the encouragement of citizen participation.
