dc.description.abstractEl presente trabajo de grado se construye como un ejercicio de análisis del estado en la implementación de la Política Pública sobre Vejez y Envejecimiento de la capital del departamento de Santander -creada en 2020- a la luz de las orientaciones de la ONU en la Segunda Asamblea Mundial de Madrid sobre Envejecimiento de 2002 a propósito de los retos y oportunidades que encuentra la organización en el acelerado proceso de envejecimiento y el aumento significativo en la población de personas mayores. Así pues, el documento presenta los resultados del análisis textual de la estructura de la Política Pública de Envejecimiento y Vejez de Bucaramanga 2020- 2030 (marco normativo, base conceptual, principios, valores, enfoques y ejes) y el nivel de concordancia o discrepancia entre el instrumento de planeación y el Plan de Acción Internacional de Madrid sobre Envejecimiento vigente desde hace veinte años. De igual manera, se analizan las acciones desarrolladas en el marco del programa Adulto mayor y digno de la Secretaría de Desarrollo Social de Bucaramanga y las entidades que intervienen en la ejecución de las disposiciones de la política desde 2023, año en el que culmina la primera administración encargada de su puesta en marcha. Finalmente, se presentan un conjunto de indicaciones susceptibles de ser tenidas en cuenta por la administración municipal de Bucaramanga para el diseño y funcionamiento de programas y estrategias que vinculen de manera efectiva la política pública de envejecimiento y vejez y el marco propuesto por la ONU.
dc.description.abstractenglishThis Master thesis is an analysis of the state in the implementation of the Public Policy on Eld and Aging of Bucaramanga - created in 2020 - in accordance with UN guidelines at the Second World Assembly on Ageing (WAA) held in Madrid, Spain in April 2002. At the assembly, the UN recognized challenges and opportunities in the accelerated aging process and the significant increase in the population of older people. Therefore, the organization has invited countries all over del world to collaborate in the creation of policies that guarantee the well-being and rights of millions of older people. Thus, this document presents the results of the textual analysis of the structure of the Public Policy on Eld and Aging of Bucaramanga 2020-2030 (regulatory framework, conceptual basis, principles, values, approaches and axes) with the aim of expose the agreement or discrepancy between the planning instrument and the Madrid International Plan of Action on Ageing (MIPAA). In addition, the actions developed by the Older and Dignified Adult Program of Bucaramanga and the entities that intervene in the implementation of the Public Policy on Eld and Aging since 2023 (year in which the first administration in charge of its implementation ends), are also analyzed. Finally, at the end of the thesis a set of indications are presented to the municipal administration of Bucaramanga in order to contribute to the design of programs and strategies that effectively link the public policy on aging and the framework proposed by the UN.
