dc.description.abstractenglishHuman dignity serves as the principle that guarantees in itself the rights that we naturally acquire, since it is the legal foundation of the State in the search for the achievement of autonomy and self-determination of individuals, which allows the exercise of the value of freedom of the subjects in society. Likewise, the principle of equality and non-discrimination has been positioned as a right that has been strengthened over time, since with the adoption of international treaties and the implementation of the 1991 Constitution it has been framed as one of the essential purposes of the State. Taking into account that habitability on the street is consecrated as a phenomenon of inequity, the formulation and implementation of public policies, programs and mechanisms to transform this situation must be framed in the aforementioned principles, as well as in the national, international and jurisprudential regulations, to ensure the protection, recognition and restoration of rights of the population living on the street.
